ABSTRACT
This study investigates the contribution of small and medium-scale enterprises (SMEs) to the economic development of Cameroon, with a focus on SMEs in Buea. SMEs play a crucial role in the economy by creating jobs, fostering innovation, and contributing to GDP growth. Despite their significance, SMEs face numerous challenges, including limited access to finance, inadequate infrastructure, and regulatory hurdles. This research employs a mixed-methods approach, combining quantitative data from financial and employment statistics with qualitative insights from interviews with SME owners and local government officials. The findings highlight the vital yet underutilized potential of SMEs in driving economic growth and provide recommendations for strategic interventions to enhance their contributions.

Background to Study
Small and medium-scale enterprises (SMEs) are integral to the economic fabric of many nations, including Cameroon. These enterprises are pivotal in promoting economic diversification, reducing poverty, and fostering inclusive growth. SMEs in Cameroon account for a substantial portion of businesses and significantly contribute to employment and income generation (Ndedi, 2013). The government’s recognition of the sector’s importance is evident in various policy initiatives aimed at bolstering SME growth.
In the context of Buea, a major urban center in the Southwest Region of Cameroon, SMEs operate in a dynamic environment marked by a blend of opportunities and challenges. The town’s strategic location and the presence of the University of Buea contribute to a vibrant entrepreneurial ecosystem. SMEs in Buea span various sectors, including retail, manufacturing, and services, and play a critical role in the local economy (Fonchingong & Fonjong, 2002).
However, the SME sector in Buea is not without its challenges. Limited access to finance, cumbersome regulatory frameworks, inadequate infrastructure, and a shortage of skilled labor are significant barriers that hinder the growth and sustainability of these enterprises (Ebot-Ashu & Essoh, 2011). These challenges are compounded by broader economic and political uncertainties, which can further stymie SME development.
Despite these obstacles, SMEs in Buea have demonstrated resilience and adaptability. They are often more flexible than larger firms, able to quickly adjust to market changes and exploit new opportunities. This agility is crucial in a rapidly evolving economic landscape, where innovation and responsiveness are key drivers of success (Beck et al., 2005).
The economic contributions of SMEs in Buea are manifold. They generate employment, particularly for the youth and women, who might otherwise have limited job prospects. By fostering innovation, SMEs contribute to the development of new products and services that cater to local needs and preferences. Moreover, SMEs are vital for income generation, supporting the livelihoods of business owners and employees and contributing to community well-being (Ayyagari et al., 2011).
Given the critical role of SMEs in economic development, understanding the specific contributions and challenges of these enterprises in Buea is essential. This study seeks to provide a comprehensive analysis of the SME sector in Buea, identifying key factors that influence their performance and growth potential. By doing so, it aims to inform policy interventions and support mechanisms that can enhance the contributions of SMEs to economic development in Cameroon.
Statement of Problem
The pivotal role of SMEs in fostering economic growth and development is widely acknowledged. However, in Buea, the potential of SMEs to drive economic progress remains underexploited due to various persistent challenges. One of the primary issues is the limited access to finance. Many SMEs in Buea struggle to secure the necessary funding to start, sustain, and expand their operations. Financial institutions often view SMEs as high-risk borrowers, resulting in stringent lending conditions that are difficult for these enterprises to meet (Beck & Demirguc-Kunt, 2006).
Another significant problem is the regulatory environment. The complex and often burdensome regulatory frameworks in Cameroon can stifle SME growth. Navigating these regulations requires resources that many SMEs lack, leading to compliance challenges and operational inefficiencies. The time and cost associated with regulatory compliance can divert crucial resources away from productive activities, further hindering SME growth (Kinda, 2010).
Infrastructure deficiencies also pose a considerable challenge. Reliable electricity, efficient transportation networks, and adequate communication systems are essential for SME operations. In Buea, infrastructure inadequacies can disrupt business activities, increase operational costs, and reduce competitiveness. Addressing these infrastructure issues is critical for improving the business environment and supporting SME growth (Ebot-Ashu & Essoh, 2011).
Furthermore, SMEs in Buea often face a shortage of skilled labor and limited access to training and development opportunities. This skills gap can constrain productivity and innovation, making it difficult for SMEs to compete in both local and international markets. Enhancing access to education and vocational training is essential for building a skilled workforce that can drive SME growth and innovation (Fonchingong & Fonjong, 2002).
The lack of adequate support systems and networks is another problem. SMEs in Buea may have limited access to business development services, mentorship programs, and networking opportunities. These support systems are crucial for fostering collaboration, sharing best practices, and accessing new markets. Strengthening these networks can provide SMEs with the resources and knowledge needed to overcome challenges and seize growth opportunities (Ndedi, 2013).
Moreover, economic and political uncertainties can impact SME performance. Fluctuations in market conditions, changes in government policies, and political instability can create an unpredictable business environment. SMEs, which often operate with limited resources, are particularly vulnerable to these external shocks. Building resilience through strategic planning and risk management is vital for ensuring the sustainability of SMEs in such contexts (Beck et al., 2005).
In summary, while SMEs in Buea have significant potential to contribute to economic development, various challenges impede their growth and sustainability. This study aims to provide a detailed examination of these challenges and propose strategic interventions to enhance the contributions of SMEs to the economic development of Buea and Cameroon as a whole.

Hypothesis
Null Hypothesis (H0): SMEs in Buea do not significantly contribute to local and national economic development in terms of employment, income generation, and GDP growth.
Alternative Hypothesis (H1): SMEs in Buea significantly contribute to local and national economic development in terms of employment, income generation, and GDP growth.
