Abstract

This study explores the role of the educational planning process in learners’ competence acquisition in selected schools in Buea, Cameroon. Educational planning is essential for ensuring that educational systems effectively meet students’ needs and prepare them for future challenges. This research investigates how different elements of the educational planning process—such as curriculum design, resource allocation, and implementation strategies—affect the acquisition of competencies crucial for students’ academic and personal development.

In Buea, the educational planning process is vital for shaping the quality and effectiveness of education. Effective planning can improve educational outcomes by providing a structured framework for curriculum development, teaching methods, and resource management. This study evaluates the execution of educational planning in selected schools and its impact on students’ competence acquisition.

A mixed-methods approach is employed, combining quantitative data from surveys with qualitative data from interviews and case studies. Surveys are administered to school administrators, teachers, and students to gather information on the current state of educational planning and its effects on learners’ competencies. Interviews with key stakeholders, including educational planners and policymakers, provide deeper insights into the planning process and associated challenges.

Preliminary findings suggest that a well-structured educational planning process positively influences learners’ competence acquisition in Buea. Effective planning includes:

  • Curriculum Development: Schools with a well-designed curriculum that aligns with educational goals and student needs show better outcomes in students’ competencies. A curriculum that is regularly reviewed and updated supports the development of relevant skills and knowledge.

  • Resource Allocation: Adequate allocation of resources, such as textbooks, technology, and trained personnel, is essential for supporting effective teaching and learning. Schools with strategic resource management are better equipped to enhance students’ competencies.

  • Teacher Training and Support: Ongoing professional development for teachers is a critical component of the educational planning process. Schools investing in teacher training are more likely to implement effective teaching strategies that foster students’ competencies.

  • Assessment and Evaluation: Effective educational planning includes regular assessment and evaluation of students’ progress. Schools using comprehensive assessment tools and feedback mechanisms can better identify areas for improvement and adjust their planning to meet learners’ needs.

  • Stakeholder Engagement: Involving various stakeholders—such as parents, community members, and educational authorities—in the planning process ensures that educational plans are relevant and responsive to local needs. Schools engaging stakeholders effectively create more supportive and inclusive learning environments.

The study also identifies challenges in the educational planning process, including:

  • Inadequate Planning Resources: Limited financial and material resources in many schools hinder effective implementation of educational plans.

  • Resistance to Change: Some schools face resistance to changes in educational practices and policies, affecting the implementation of new planning strategies.

  • Lack of Coordination: Insufficient coordination among educational stakeholders and policymakers can lead to fragmented planning processes and inconsistent implementation of strategies.

The study concludes that a robust educational planning process is crucial for enhancing learners’ competence acquisition in Buea. Recommendations include improving resource allocation, investing in teacher training, enhancing assessment practices, and fostering better coordination and stakeholder involvement in the planning process. Addressing these areas can create more effective educational environments that support the development of essential competencies in students.
