Abstract

This study examines the role of procurement in enhancing the effectiveness and efficiency of humanitarian organizations’ activities in Cameroon. Humanitarian organizations operate in a complex and often unpredictable environment, where timely and cost-effective delivery of goods and services is critical to achieving their mission of providing aid to vulnerable populations. Procurement plays a central role in ensuring that these organizations have the necessary resources to respond to emergencies and ongoing humanitarian needs. This research aims to analyze how effective procurement practices can enhance the operational efficiency of humanitarian organizations in Cameroon, ultimately improving their ability to deliver aid in a timely and effective manner.

The study adopts a mixed-methods approach, combining both quantitative and qualitative data collection techniques. Data is gathered through surveys and interviews with procurement officers, logistics coordinators, and project managers working in various humanitarian organizations in Cameroon. Additionally, secondary data from organizational reports and case studies are analyzed to understand the current procurement practices and their impact on operational effectiveness. The research focuses on key procurement processes, including supplier selection, contract management, purchasing, and logistics coordination, and how these processes influence the performance of humanitarian operations.

Findings from the study indicate that efficient procurement practices are essential to the success of humanitarian operations. Effective supplier selection processes enable organizations to partner with reliable vendors who can deliver quality goods and services within the required timeframes, ensuring that aid reaches beneficiaries without delays. Humanitarian organizations that engage in thorough due diligence, establish long-term relationships with suppliers, and prioritize local sourcing tend to experience fewer disruptions in their supply chain, which significantly enhances their operational efficiency.

The study also reveals that contract management is a critical component of procurement that directly impacts the effectiveness of humanitarian activities. Well-negotiated contracts with clear terms and conditions, including delivery timelines, payment schedules, and quality standards, help minimize risks and disputes with suppliers. Humanitarian organizations that invest in robust contract management practices are better positioned to ensure that resources are used effectively and that aid is delivered in compliance with donor requirements and organizational standards.

Logistics coordination and transportation management are also highlighted as key procurement-related factors influencing the efficiency of humanitarian operations. Organizations that adopt advanced logistics planning tools, coordinate closely with local authorities, and invest in appropriate transportation solutions are able to streamline the movement of goods and services, reducing costs and improving response times. Effective procurement practices in logistics ensure that humanitarian organizations can reach remote and hard-to-access areas where vulnerable populations are located, particularly during emergencies.

Furthermore, the research identifies several challenges that hinder the effectiveness of procurement in humanitarian organizations operating in Cameroon. These challenges include limited availability of reliable suppliers, bureaucratic delays in procurement processes, inadequate infrastructure, and regulatory barriers that complicate the importation of essential goods. The study emphasizes the need for humanitarian organizations to build the capacity of their procurement teams, improve coordination with government agencies, and establish contingency plans to mitigate procurement-related risks.

Based on the findings, the study proposes several recommendations to enhance the role of procurement in improving the efficiency and effectiveness of humanitarian organizations’ activities in Cameroon. First, organizations should prioritize the development of procurement strategies that focus on building strong relationships with suppliers and promoting local sourcing whenever possible. Second, investing in procurement training and capacity-building programs for staff will ensure that procurement processes are carried out efficiently and in compliance with best practices. Third, leveraging technology and data analytics in procurement decision-making can help organizations optimize their supply chains and improve overall operational performance. Lastly, fostering partnerships with local authorities and other stakeholders can help address regulatory and logistical challenges, facilitating smoother procurement processes.

In conclusion, procurement plays a vital role in the effectiveness and efficiency of humanitarian organizations’ activities in Cameroon. By adopting strategic procurement practices, improving contract management, and enhancing logistics coordination, humanitarian organizations can ensure that they are able to respond to the needs of vulnerable populations more effectively. The study underscores the importance of continuous improvement in procurement processes as a key driver of operational success for humanitarian organizations in challenging environments like Cameroon.
