Abstract

This doctrinal study appraises the protection of minors under Cameroonian criminal law, focusing on how legal provisions safeguard the rights and welfare of children in criminal contexts. The study analyzes the legal frameworks, including the Cameroon Penal Code and international conventions ratified by Cameroon, that are relevant to the protection of minors from abuse, exploitation, and neglect.

The research investigates the statutory definitions of a minor and the specific crimes that attract enhanced penalties when committed against minors. It also examines how the legal system ensures justice for minors involved in criminal cases, either as victims or offenders, through protective procedures and juvenile justice provisions.

Key findings indicate that while Cameroon has made significant strides in aligning its legal framework with international standards on child protection, challenges remain in implementation and enforcement. There are gaps in the consistency of applying laws designed to protect minors, particularly in rural areas, where access to legal recourse and protection mechanisms is often limited.

The study concludes that although the legal provisions for protecting minors in Cameroon are robust on paper, there is a need for stronger enforcement and continuous training of law enforcement officers, social workers, and legal practitioners. Recommendations include improving awareness of child protection laws, strengthening juvenile justice systems, and enhancing collaboration between national and international child protection bodies to ensure comprehensive protection for minors in Cameroon.
