Globally,Road safety refers to the measures, strategies, and practices implemented to prevent road traffic accidents, minimize fatalities, injuries, and property damage, and ensure the safe and efficient movement of people and goods on roads. Logistics safety on the otherhand refers to the processes and practices implemented to ensure the well-being and protection of individuals, assets, and operations within the logistics industry. It involves identifying potential hazards, implementing measures to mitigate risks, and promoting safe practices throughout the supply chain. Road safety is a pressing concern due to the high number of road traffic accidents. According to the World Health Organization (WHO, 2022), road traffic injuries are the leading cause of death for people aged 5–29 years, with an estimated 1.3 million fatalities annually (WHO, 2022). These incidents also lead to significant economic losses, with countries spending 1–3% of their GDP on road traffic crashes and their aftermath (World Bank, 2023). road traffic accidents are a major concern, causing approximately 1.3 million deaths annually, according to the World Health Organization (WHO, 2022). These incidents not only lead to loss of life but also disrupt supply chains, increase operational costs, and diminish the economic output of nations.
In United States, reports approximate that 43,000 road traffic deaths annually, with freight and logistics vehicles involved (National Highway Traffic Safety Administration [NHTSA], 2023), as a result of that US governement have invested heavily in road infrastructure.These investments have reduced road-related hazards significantly compared to global averages. For instance, Germany’s autobahn system, known for its high-speed travel, has implemented state-of-the-art safety measures, such as dynamic speed limits and electronic surveillance, resulting in relatively low accident rates despite high traffic density (OECD, 2021). Similarly, Japan has adopted Intelligent Transport Systems (ITS) to enhance road safety, using technologies like automated toll collection and real-time traffic monitoring (World Economic Forum, 2022).
In Sweden, there is Vision Zero initiative aims to eliminate road fatalities through strategies like automated braking systems in logistics trucks and infrastructure enhancements as researched by (European Commission, 2022). Similarly, in the United Kingdom, smart motorways have been introduced to optimize traffic flow and reduce collision risks, benefiting logistics operations by ensuring timely deliveries according to (Highways England, 2023).

This disproportionate burden highlights the severe challenges faced by these nations, including poorly designed roads, lack of enforcement of traffic regulations, and unsafe vehicles. For example, in sub-Saharan Africa, the road traffic death rate is the highest globally, significantly affecting logistics operations by increasing the cost of goods transportation and delaying supply chains as noted by (African Development Bank, 2022).

In Cameroon, Road safety is a pressing issue where road transportation serves as the lifeblood of logistics operations, facilitating over 80% of freight movement across the country (Ngoran, 2022). However, the sector faces numerous challenges, including inadequate infrastructure, limited enforcement of traffic laws, and a lack of advanced safety technologies. The country’s road network comprises paved highways and poorly maintained rural roads. Studies by Fon and Nfor (2021) indicate that over 70% of roads in rural areas are in deplorable conditions, which significantly hampers the transportation of goods, particularly agricultural produce destined for urban markets. Major trade corridors, such as the Douala-Ndjamena and Douala-Bangui routes, are characterized by frequent accidents due to overloaded trucks, deteriorating road surfaces, and limited traffic management systems (Ewane, 2021).
Road traffic accidents are a significant problem in Cameroon, with an estimated 16,000 fatalities annually, many involving commercial freight vehicles as indicated by (Takam, 2022). Factors such as driver fatigue, speeding, and vehicle defects are common contributors to these accidents. Additionally, environmental hazards, including landslides and flooding, exacerbate road safety challenges, particularly in the Southwest and Northwest regions during the rainy season as researched by (Neba, 2023).
Douala Seaport serves as a vital logistics hub in Central Africa, providing critical connectivity to landlocked countries like Chad and the Central African Republic, as highlighted by Ebong and Ndifon (2021).However, the road network linking the seaport to inland destinations faces significant challenges that compromise logistics efficiency, safety, and sustainability. Douala Seaport handles approximately 95% of Cameroon’s import and export trade, making its road network a crucial artery for economic activities according to (Ngalla, 2022). The roads leading to and from the seaport, particularly the Douala-Yaoundé and Douala-Bafoussam highways, are characterized by heavy traffic congestion, and deteriorating road conditions. These issues are exacerbated by overloading of trucks, poor vehicle maintenance, and limited enforcement of traffic laws. Such challenges not only delay the delivery of goods but also increase operational costs for logistics companies as noted by (Ewane & Mbella, 2022.).
1.2 Statement of the Research Problem
The Douala Seaport is a vital economic hub for Cameroon and the central African region, handling the majority of the country’s imports and exports. Its logistical operations play a crucial role in sustaining national trade and supporting the regional supply chain. As the port continues to experience growing traffic and a rise in logistics demands, the need to maintain and enhance road safety has become increasingly urgent. However, the surrounding road network and logistics operations are fraught with hazards, making road safety a significant concern in the region. This problem is exacerbated by the lack of sufficient studies addressing the unique safety and operational challenges specific to the seaport’s logistics activities.
One of the major concerns affecting road safety at the Douala Seaport is the state of the surrounding road infrastructure. Many roads leading to and from the seaport are in poor condition, marked by potholes, inadequate signage, and poorly maintained bridges. These road conditions increase the likelihood of accidents and delays, which pose risks not only to drivers and other road users but also to the timely delivery of goods. The situation is worsened by the traffic congestion caused by the high volume of heavy trucks, which are often delayed in navigating the narrow and damaged roads leading to the port. As a result, road safety becomes a pressing issue as the risks of accidents, breakdowns, and logistical delays multiply.
In addition, congestion around Douala Seaport further exacerbates road safety concerns. The sheer volume of trucks, containers, and other vehicles moving through the port’s access routes creates bottlenecks and disrupts the smooth flow of traffic. These traffic jams increase the exposure of drivers to accidents, with frequent occurrences of collisions, especially at intersections and poorly designed road junctions. The combination of overcrowding, inadequate road design, and a lack of effective traffic management systems creates an environment where the risks to road safety are elevated, and operational inefficiencies are pervasive.
More so, weather conditions and environmental hazards also contribute to the road safety challenges at the seaport. Heavy rains, flooding, and high humidity often result in poor visibility and slippery road conditions. For logistics operations involving large trucks and containers, these environmental factors complicate transportation, slowing down movement and increasing the likelihood of accidents. Furthermore, the increased risks from adverse weather make it difficult for logistics operators to maintain consistent schedules, further undermining the efficiency of the entire supply chain. The unpredictable weather, combined with the lack of proper road drainage and maintenance, makes driving around the port hazardous for both commercial and private vehicles.
Finally, another issue contributing to road safety hazards in Douala is the insufficient security measures surrounding logistics operations. With the high volume of goods moving in and out of the port, security risks such as theft, hijacking, and damage to goods during transportation remain significant concerns. While efforts are made to safeguard shipments, the absence of adequate security infrastructure along the roads leading to the port, coupled with the prevalence of organized crime in the region, adds an extra layer of risk. The safety of drivers and the integrity of goods in transit are often compromised by the lack of security patrols and monitoring systems to deter criminal activities. This gap in the literature means that there is little understanding of the specific factors contributing to road safety problems and logistical hazards at the port, which in turn hinders targeted interventions to mitigate these challenges. The need for focused research on these issues is essential to improving road safety and operational efficiency in the critical context of Douala Seaport logistics.
