CHAPTER ONE

GENERAL INTRODUCTION

1.1. Background to the Study

The emerging requirements for freight transportation lead the logistic sector to focus on the implementation of integrated information systems to improve the provided services (Caris et al., 2008). Therefore, it is imperative to develop and integrate new security solutions related to customs operations. It is widely recognized that the application of Information and Communication Technology (ICT) in logistics has been promoted as a means to enhance logistics competitiveness (Feng and Yuan, 2006). Also, Giannopoulos (2004)  pointed out that ICT is considered a primary “enabling tool” for the safe and efficient freight transportation systems. Practitioners and researchers are attracted by the key problem of using effectively and efficiently the latest developments of ICT tools for freight transportation management (Ramstedt and Woxenius 2006, Verbraeck and Versteegt, 2001, Xu and Hancock, 2004).

In particular, the modern ICT tools help to produce, manipulate, store, communicate, and disseminate information. Moreover, ICT makes possible to know the state of the system in real time and therefore to manage and change on-line paths, vehicle flows, orders and deliveries. In order to operate such choices, there is a need of suitable decision modules based on detailed models that can track the state changes of the various system components and determine performance indices typical of the tactical and real time management, such as utilization, traffic indices and delivery delays

In the globalized economy, the demand for efficient freight management has become increasingly crucial due to the rise in international trade and the complexity of supply chains (Rodrigue, 2020; Notteboom & Rodrigue, 2021). Information and Communication Technology (ICT) has emerged as a transformative force in freight management, revolutionizing how goods are tracked, transported and delivered across the globe (Ghanbari & O’Donnell, 2022; Wamba & Queiroz, 2022).ICT facilitates real-time communication, data exchange and automation, enabling stakeholders to optimize logistics operations and reduce costs. Freight management involves the planning, execution and control of transporting goods efficiently from one location to another. With the integration of ICT, advanced tools like cloud computing, Internet of Things (IoT), artificial intelligence (AI), and blockchain have been adopted to address challenges such as route optimization, cargo tracking and operational inefficiencies. companies such as DHL, FedEx, and Maersk have embraced ICT-driven solutions to enhance their freight operations. (Fosso et al., 2018).

In Europe, the adoption of Information and Communication Technology (ICT) in freight management has significantly transformed operational efficiency by improving cargo tracking, customs clearance and documentation processes. A key innovation has been the use of electronic data interchange (EDI), which enables seamless communication between stakeholders and eliminates many manual bottlenecks, thus expediting customs procedures (Marchet et al., 2018). Moreso, cybersecurity measures have also become a critical component of ICT in freight management in Europe. Blockchain technology has been particularly impactful, ensuring secure and transparent data sharing between stakeholders, thereby reducing fraud and disputes. The Single Administrative Document (SAD) system used across the European Union exemplifies the integration of ICT in simplifying customs declarations, creating a more unified and streamlined platform for trade documentation (Queiroz et al., 2019).

In Netherlands, home to the Port of Rotterdam—the largest in Europe—relies on ICT-driven solutions to manage its extensive freight network. The port employs Portbase, a digital platform that integrates shipping data and customs procedures, providing real-time visibility to stakeholders and expediting cargo clearance (Marchet et al., 2018).

In Africa, freight management plays a crucial role in the trade and logistics sector, facilitating the efficient movement of goods across national and international borders. The adoption of Information and Communication Technology (ICT) in freight management has proven transformative, addressing persistent issues such as supply chain inefficiencies, lack of transparency and high operational costs. ICT offers solutions such as real-time tracking, data sharing and automation, which enhance the reliability and efficiency of freight operations. (Queiroz et al., 2019). However, Africa’s logistics sector faces significant challenges, including insufficient infrastructure, prolonged customs procedures, and fragmented regulatory systems. ICT innovations like electronic data interchange (EDI) systems have been instrumental in improving documentation processes and enhancing communication among stakeholders (Asamoah et al., 2021).

In Kenya for instance,  there is the implementation of digital platforms for customs clearance, leading to significant reductions in processing times and improved trade facilitation (Nyaga et al., 2020). These platforms enable real-time data exchange between government agencies, freight operators, and port authorities, minimizing delays and ensuring smoother cargo flow.

In Cameroon, freight management plays a vital role in the trade and logistics sector, supporting the movement of goods both within the country and across international borders (Ngambi & Ndjiga, 2021). As a central transit hub in the Central African region, Cameroon is crucial in linking landlocked nations such as Chad and the Central African Republic to global trade networks (World Bank, 2022). However, the freight management sector faces numerous challenges, including supply chain inefficiencies, prolonged customs procedures and high operational costs (Njikam, 2020; UNCTAD, 2022). These difficulties are further exacerbated by poor infrastructure, fragmented regulatory systems and limited adoption of modern technology (Alemagi et al., 2023). The integration of Information and Communication Technology (ICT) offers a promising solution to overcome these obstacles, enhancing the efficiency and dependability of freight operations (Fosso & Akter, 2019). ICT tools like electronic data interchange (EDI), the Cameroon Customs Information System (CAMSIS), cargo tracking systems, and automated customs platforms have gradually been adopted to improve freight management in the country. CAMSIS, in particular, has played a key role in simplifying customs procedures, minimizing paperwork and facilitating trade activities. By enabling real-time communication between customs officials, freight operators, and other stakeholders, CAMSIS has significantly expedited the clearance of goods at major ports, contributing to smoother and more efficient operations (Nguemeni et al., 2019).

At South West Customs Sector of Limbe, freight management is central to the region’s economic and trade development. Given Limbe’s strategic coastal location and its role as a maritime gateway for regional and international commerce, optimizing freight processes is essential for improving trade efficiency and competitiveness. Despite ongoing efforts to modernize operations, the sector continues to face persistent challenges such as delays in cargo clearance, limited coordination, and lack of real-time data exchange. The integration of Information and Communication Technology (ICT) tools—including electronic data interchange (EDI), the Cameroon Customs Information System (CAMSIS), cargo tracking systems, and automated platforms offers a promising avenue for resolving these inefficiencies. However, there is limited empirical research assessing how these ICT tools are currently used within the Limbe customs context and their effectiveness in improving freight management outcomes. This study is therefore necessary to investigate the role ICT plays in transforming freight operations in the South West Customs Sector. By identifying the benefits, limitations, and usage gaps of ICT in this domain, the research will provide actionable insights for policymakers, customs administrators and logistics practitioners working to enhance trade facilitation in Cameroon and other countries

1.2 Statement of the Research Problem

Freight management is a critical component of trade and logistics, enabling the movement of goods efficiently within and across borders. In the South West Customs Sector in Limbe, Cameroon, this process is fraught with significant challenges that hinder the seamless facilitation of trade. Despite its strategic importance as a regional hub connecting Cameroon to neighbouring countries, the customs sector struggles with inefficiencies and operational bottlenecks that undermine its overall performance. These issues persist even as global advancements in Information and Communication Technology (ICT) have revolutionized freight management elsewhere.

One of the persistent problems appears to be  the inadequate adoption and integration of ICT tools, such as electronic data interchange (EDI) systems, cargo tracking platforms, and automated customs clearance processes. The limited use of such technologies often leads to delays in processing, increased paperwork and a lack of real-time visibility into the movement of goods. This inefficiency not only slows down trade operations but also adds to the overall cost of logistics, placing a significant burden on businesses and the economy.

The South West Customs Sector seems to also face infrastructural and technical limitations that impede the effective implementation of ICT in freight management. Poor internet connectivity, inconsistent power supply and the lack of trained personnel to operate and maintain ICT systems exacerbate the challenges. These infrastructural deficiencies not only constrain the adoption of modern technologies but also reduce the effectiveness of existing systems, leaving the sector vulnerable to operational inefficiencies and errors.

Another pressing issue appears to be the fragmented regulatory framework that governs customs operations in the region. The absence of a harmonized approach to ICT adoption across various stakeholders, including customs authorities, freight forwarders and port operators, creates disjointed processes and communication gaps. This fragmentation leads to delays, inconsistencies in documentation and reduced transparency in trade activities, further complicating freight management.

The resistance to change and the slow pace of digital transformation within the sector seems to present additional challenges. Many stakeholders remain reliant on traditional methods of freight management, such as manual documentation and physical inspections, which are time-consuming and prone to errors. This reluctance to embrace ICT solutions not only stifles innovation but also limits the sector’s ability to compete in an increasingly digitalized global trade environment.
