INTRODUCTION
1.1 Background to the Study
The global customs landscape in recent years has been significantly transformed by the integration of digital technologies. Advanced economies have widely adopted digital customs systems, including the Automated Commercial Environment (ACE) in the United States and the Customs Union Electronic Single Window (ECSW) in the European Union, which have greatly enhanced the efficiency of customs clearance processes(World Customs Organization, 2022).These systems automate the submission of customs documents, reduce the reliance on paper-based procedures, and improve data accuracy and transparency. According to the World Trade Organization (WTO). The digitalization of customs processes has resulted in faster processing times, lower operational costs, and enhanced trade facilitation (WTO, 2021). Moreover, digital systems have helped reduce corruption by promoting transparency, as all stakeholders can track and verify the status of shipments in real-time.
For developing countries, the digitalization of customs processes presents an opportunity to overcome long-standing inefficiencies that have impeded economic development (United Nations Conference on Trade and Development, 2020). While countries like Bangladesh and Pakistan have made strides in implementing e-Customs systems, many other developing nations struggle with slow implementation due to inadequate infrastructure, limited internet access, and insufficient financial resources. The World Bank (2018) highlights that the full integration of digital systems into customs operations can reduce trade costs by up to 20%, improving the competitiveness of local industries and enhancing global trade. As a result, the digitalization of customs clearance has become a key focus for developing nations, as it has the potential to streamline operations, increase revenue collection, and improve overall trade facilitation. However, it requires significant investments in infrastructure, training, and policy reform to achieve these goals. Thus, while developed nations have seen substantial benefits from digital systems, the journey toward digital customs transformation in developing countries remains complex and multifaceted (Jesse, 2021; Sharma & Kumar, 2020)
In Africa South Africa has made significant strides in modernizing its customs processes through the implementation of digital systems, especially with the introduction of the South African Revenue Service’s (SARS) Customs Modernization Programme. The programme aims to improve customs clearance procedures, enhance revenue collection, and reduce delays at the country’s borders. The key component of this modernization is the SARS E-Filing system, which allows importers and exporters to electronically submit customs declarations, track shipments, and receive updates on clearance status. According to SARS (2021), the adoption of the E-Filing system has reduced the time spent on paperwork, minimized human errors, and improved transparency in the customs process. In addition to the E-Filing system, South Africa has adopted the World Customs Organization’s (WCO) “Time Release Study,” which helps measure the efficiency of customs operations by tracking the time it takes to process goods through customs. The results of these studies have shown significant reductions in processing times, which has improved the overall efficiency of trade and logistics in South Africa (WCO, 2020). This serves as a model for other African nations, demonstrating that digitalization can lead to more efficient and transparent customs operations, which are vital for trade facilitation and economic growth.
In Cameroon, customs clearance procedures, are often done via the by manual systems that result in delays and increased costs for businesses. The manual processing of customs documents at the Douala Seaport, the country’s primary trade gateway, is a significant barrier to efficient trade facilitation. According to the Cameroon Customs Department (2019), the customs process is often characterized by bureaucratic inefficiencies, excessive paperwork, and long wait times for clearance, which have negative effects on the national economy. The government’s efforts to modernize customs operations through digital solutions such as the Cameroon Customs Information System (CAMCIS) aim to streamline these processes by automating the submission and processing of import and export documentation. CAMCIS has been introduced to improve efficiency, reduce human errors, and minimize opportunities for corruption. However, despite the potential benefits, the full implementation of digital systems at the Douala Seaport has faced several hurdles, including inadequate technological infrastructure, a lack of internet access in some areas, and resistance from customs officers who are unfamiliar with the new systems. Additionally, Cameroon’s trade facilitation efforts are limited by a lack of consistent policy support and insufficient technical training for personnel to effectively manage digital customs tools (World Bank, 2020).
The challenges faced by Cameroon in implementing digital customs systems are compounded by broader issues within the country’s trade and logistics sectors, which require comprehensive reform to support efficient and transparent customs operations. Despite the government’s commitment to improving trade facilitation, significant gaps remain in the infrastructure necessary to fully support a digital customs process. Internet connectivity is a major issue, particularly in rural areas, and the lack of reliable power sources further complicates the implementation of digital systems. Additionally, there is a need for more robust policy frameworks to regulate digital customs practices, as well as greater cooperation between government agencies, port authorities, and private stakeholders involved in trade. While digital systems like CAMCIS hold the potential to enhance the efficiency of customs clearance at Douala Seaport, the success of such initiatives depends on overcoming these barriers and ensuring the effective integration of digital tools within the existing infrastructure. Consequently, the digitization of customs clearance procedures in Cameroon remains an ongoing challenge, but one that is crucial for the country’s future economic development and integration into the global economy.
The Douala Seaport is the main gateway for Cameroon’s international trade, handling a significant portion of the country’s imports and exports. However, despite its importance, the seaport has long been plagued by inefficiencies in its customs clearance processes, which have led to delays and increased costs for businesses. These inefficiencies are primarily due to the reliance on outdated manual systems, which create bottlenecks in the clearance of goods, contribute to long waiting times for cargo, and increase the potential for corruption. According to the World Bank (2020), the lack of modern technology in customs procedures at Douala Seaport has led to high transaction costs, which hamper trade and economic growth. The government of Cameroon has recognized the need to modernize customs operations and has taken steps to introduce digital systems like CAMCIS in an effort to improve the efficiency of customs clearance and reduce the reliance on paper-based processes. These systems are designed to automate the submission of documents, streamline the approval process, and improve data accuracy, which ultimately facilitates smoother trade transactions and faster clearance times.
1.2 Statement of the Problem
The customs clearance procedures at the Douala seaport in Cameroon, as of 2020–2025, continue to face significant inefficiencies despite ongoing modernization efforts. Historically characterized by lengthy processing times, high costs, and vulnerability to errors and fraud, these manual systems have hindered the seamless movement of goods and escalated the cost of doing business. Such inefficiencies have not only diminished the competitiveness of Douala as a regional trade hub but also negatively impacted the economies of landlocked countries reliant on the port for access to international markets. To address these issues, the Cameroonian government has implemented various digital interventions, including the Cameroon Customs Information System (CAMCIS) and recent initiatives like the planned introduction of mobile scanners for better goods control and the “Douane CMR” mobile application for non-intrusive passenger checks. While these efforts signify progress, they have yet to fully resolve the challenges posed by limited infrastructure, insufficient technical training, and internal resistance to change, leaving the customs clearance process far from optimized.
Despite some success, including a reduction in clearance times from 15 to 8 days, the current state of digitization at the Douala seaport remains fragmented and incomplete. There is still no comprehensive digital strategy to unify these reforms into a seamless, paperless process. As a result, issues such as corruption, inefficiencies, and limited transparency persist, undermining the full potential of digitization. These ongoing challenges motivate a deeper investigation into the role of digitization in improving customs clearance procedures. This study aims to explore the opportunities and barriers to achieving a fully digitized system, offering actionable recommendations to enhance operational efficiency, reduce costs, and improve Cameroon’s trade facilitation capabilities. By addressing these gaps, the study seeks to contribute to strengthening Douala seaport’s position as a regional trade hub and to fostering economic growth in Cameroon and the broader Central African region.
