ABSTRACT
The United Nations Security Council (UNSC) plays a pivotal role in maintaining international peace and security, operating under a complex framework of international law. This study critiques the effectiveness of the UNSC in fulfilling its mandate, examining both its successes and shortcomings in promoting global stability. By analyzing its decision-making processes, interventions, and the broader implications of its actions, this research aims to provide a comprehensive assessment of the Council’s impact on peace and security.
The study begins by outlining the legal foundation of the UNSC, established under the UN Charter. It details the Council’s primary responsibilities, including the authority to impose sanctions, authorize military interventions, and deploy peacekeeping missions. The research highlights significant resolutions that have shaped the UNSC’s role, such as Resolution 1373 in the aftermath of the 9/11 attacks, which expanded the scope of counter-terrorism measures.
Through case studies of notable interventions, such as in Liberia, Sierra Leone, and the Democratic Republic of the Congo, the study illustrates the UNSC’s successes in stabilizing conflict zones and fostering peace agreements. These cases demonstrate the potential of the UNSC to mobilize international resources and support for peacekeeping efforts, leading to positive outcomes in some regions.
However, the critique also addresses significant challenges and criticisms faced by the UNSC. Issues of politicization, selective intervention, and the veto power held by the five permanent members (P5)—the United States, United Kingdom, France, Russia, and China—are scrutinized.
