The stevedoring sector within Douala’s maritime landscape stands as a vital component of the port’s operational framework, playing a crucial role in the efficient and secure handling of cargo and safeguarding valuable assets, including cargo, vessels and personnel, which are essential for maintaining the safety, integrity and efficiency of port operations (ISPS) code. Stevedoring, in maritime trade, represents the specialized activity of loading and unloading cargo from vessels, ensuring the seamless transfer of goods between ships and port facilities. Historically, manual labour was employed for cargo handling operations, involving in to mechanize operations which effective use of crane’s, loaders and order advanced equipment which facilitates stevedoring operations. This Innovation has transformed cargo operations and enhances efficiency and productivity in port operations. The aspect of maritime operations has evolved in response to the ever-changing demands of global trade, encompassing various cargo types, from bulk commodities to containerized goods. The significance of this activity within the port of Douala underscores its impact on the overall efficiency and reliability of maritime trade
The evolution of stevedoring within the maritime sector has been shaped by the ceaseless drive for enhanced efficiency, streamlined operations, and safety within port environments ( Gould, 2018). The evolution which has taken place in maritime transpiration such as containerization has facilitated cargo handling as well reducing congestion at ports environments. The notion of containerization in the 1920s facilitated stevedoring since though the use of specialized cranes and other picking devices’ , loading and unloading of cargo has been facilitated and efficient. However, this evolution still faces a series of challenges. The global maritime industry has grappled with issues such as security vulnerabilities, labor concerns, and the intricacies of regulatory compliance. In the context of the intricate coastal domain of Douala, these challenges are further compounded, demanding a nuanced comprehension of the security measures within stevedoring companies to address these multifaceted concerns
Furthermore, changes international trade patterns play a portal role in evaluating of stevedoring. The global increase in trade volumes, including the increase in the demand for goods and commodities has created opportunities for stevedoring companies to expand their operations and enhance their cargo handling capacities to meet the growing market demands. The innovative trade patterns have fostered the modernization and expansion of stevedoring activities, reflecting the dynamic nature of maritime industry.
Within the realm of security, the stevedoring sector contends with a spectrum of challenges, ranging from piracy and armed robbery to compliance with national and international security standards (Coffey, 2015). Global and regional efforts to curb maritime security threats, reflected in initiatives such as the International Ship and Port Facility Security (ISPS) Code, have necessitated a heightened focus on the security protocols and operational practices within port facilities and stevedoring companies. The specificities of security within the Douala port setting present unique challenges, rooted in the regional security dynamics prevalent within the Gulf of Guinea, calling for a comprehensive understanding of security measures to fortify the resilience and reliability of stevedoring operations in the region (International Maritime Organization).
The history of stevedoring evolution at the Port of Douala traces back to the early developments of the port and the strategic significance of Douala as a vital maritime hub in Central Africa. As one of the largest ports in the region, Douala has played a pivotal role in facilitating trade, cargo handling, and maritime activities, shaping the evolution of stevedoring operations over the years. At the port of Douala, stevedoring operations involve a coordinated effort of loading and unloading of cargo form vessel, storage of goods within port facility as well as ensuring safe and timely transshipment activities. The ports infrastructures such as berths, terminals and storage areas support efficient cargo flow of vessel operations.
As maritime trade and shipping logistics evolved, the Port of Douala witnessed technological advancements in stevedoring operations. Traditional manual labor gave way to mechanized equipment, cranes, and specialized cargo handling machinery to enhance operational efficiency and productivity. The introduction of modern technologies and equipment improved cargo handling capabilities, reduced turnaround times, and optimized vessel operations within the port complex, which is considered as a positive response to port operations. The evolution of stevedoring from manual labor to mechanized operations has revolutionized cargo handling practices at ports worldwide. Stevedoring companies in the world today play a vital role in facilitating trade, maintaining port efficiency, and ensuring the security of maritime activities. Understanding the challenges and operational intricacies of stevedoring at the Port of Douala is crucial for analyzing the security measures implemented by companies to protect assets, combat security threats, and foster a safe and resilient port environment.
1.1 Background to the study
The evolution of stevedoring and its associated security measures has been shaped by a myriad of global and regional factors. As trade has expanded, there has been a continual drive to enhance the efficiency and safety of cargo handling processes. However, this evolution has not been without challenges, particularly in developing countries and regions. Within a global context, emerging economies, such as those in Africa, have sought to modernize their maritime practices, including cargo handling and associated security procedures. These efforts have confronted challenges related to infrastructure development, security vulnerabilities, and the alignment with international maritime security standards (International Maritime Organization).
In the context of African maritime operations, the challenges associated with security and the Gulf of Guinea, a region with a significant maritime presence, has faced persistent security concerns, including piracy, armed robbery, and illicit activities( Coffey 2015). Addressing these challenges, particularly within the port of Douala, has necessitated a nuanced understanding of the security measures within the stevedoring operations. This is essential to fortify security practices and contribute to the resilience and reliability of maritime operations within the region (Smith, Year of Publication).
The port of Douala, is a maritime gateway of the Atlantic coast of Cameroon and of the center of the continent, is known to be one of the busiest ports in Central Africa has experienced several changes and activities since the 15th century which makes it today a reference point. Midway between North and South Africa, this estuary port is situated 04°03’5 N and 09°41’8 E. The port of Douala is organized in a modernity Mordent terminal order to guarantee a great fluidity of traffic, this port receives vessels 24/24 and constitutes a real logistics platform where about 2/3 of the trade of the hinterland and many other countries transit. The number of Dockers at the port of Douala is estimated at about 2000 which are managed and controlled by join-ventures established by main port operators in the region. In terms of ports operations and handling port the 2004 connection of container terminal to a private company by Cameroon operators is see as strategy to equip ports with Modern handling equipment’s specially in container terminal to promote secure and effective stevedoring operations in the Gulf region. The Port Autonome of Douala has the ambition to continue to play a leading role in the flows of trade in Central Africa.
1.2 Statement of the problem:
The stevedoring operations at the Douala Sea port face a myriad of security challenges that impact the safety, efficiency, and resilience of maritime trade and port operations. Despite being a crucial hub for regional and international trade, the port of Douala contends with security vulnerabilities that pose significant risks to cargo, personnel, and the overall integrity of maritime operations. The principal security challenges and their sources, includes cargo theft, stowaways which directly concerns the crew. we also have piracy and drug trafficking, with high potentials for terrorism in the Gulf of Guinea region. These threats do not only pose risk to personnel and assets within the port environment but also disrupt trade flows and hinder the smooth functioning of maritime activities in Douala. By addressing this principal security challenges facing stevedoring will enhance and safeguard port operations as well as promote a secure maritime environment in the Gulf region.
