ABSTRACT
This study aims to assess the impact of organizational culture on job satisfaction within the Buea Council, a critical administrative body in Cameroon. Organizational culture, encompassing the shared values, beliefs, and practices within an organization, is a significant determinant of job satisfaction, which influences employee morale, engagement, and productivity. This research employs a mixed-methods approach, integrating quantitative surveys and qualitative interviews, to gather data from council employees across various departments. Preliminary findings indicate that a positive organizational culture, characterized by effective leadership, transparent communication, and robust recognition systems, significantly enhances job satisfaction among employees. Conversely, a negative or misaligned culture is associated with lower job satisfaction, increased turnover intentions, and reduced overall performance. The study identifies specific cultural dimensions, such as organizational values, norms, and leadership styles, that are particularly influential in the Buea Council context. Additionally, the research highlights the importance of aligning organizational culture with employee expectations to foster a supportive and motivating work environment. These insights provide valuable implications for council leaders and policymakers, emphasizing the need to cultivate a culture that promotes job satisfaction and, consequently, improves organizational effectiveness. The study contributes to the broader understanding of the interplay between organizational culture and job satisfaction in the public sector, offering practical recommendations for enhancing employee well-being and performance in similar administrative settings. Future research directions include exploring the long-term effects of cultural initiatives and their impact on employee satisfaction and organizational performance in the Buea Council and other comparable entities.

Chapter One Introduction 1.1 Background of the Study
Organizational culture is a pivotal factor influencing job satisfaction and overall employee performance. Defined as the collective values, beliefs, and norms that shape behavior within an organization, organizational culture significantly affects how employees perceive their work environment and their role within it (Schein, 2010). In the context of public administration, such as the Buea Council, understanding the impact of organizational culture on job satisfaction is crucial for enhancing employee morale, efficiency, and service delivery to the public.
The Buea Council, as a key administrative body in Cameroon, plays a vital role in local governance and public service provision. The council’s ability to deliver effective services is heavily reliant on the performance and satisfaction of its employees. Given the diverse and dynamic nature of the public sector, fostering a positive organizational culture is essential to maintaining high levels of job satisfaction and employee engagement (Armstrong & Taylor, 2020). This study aims to explore how various aspects of organizational culture within the Buea Council influence job satisfaction among its employees.
Previous research highlights that organizational culture is closely linked to job satisfaction, which in turn impacts employee retention, motivation, and productivity (Robbins & Judge, 2019). In the public sector, where job security is often higher than in the private sector, the role of organizational culture becomes even more significant as a determinant of job satisfaction (Buchanan, 1974). This study focuses on identifying specific cultural elements within the Buea Council that contribute to or detract from job satisfaction, providing a nuanced understanding of these dynamics.
Leadership style is a critical component of organizational culture that significantly influences job satisfaction. Transformational leadership, which emphasizes vision, inspiration, and support, is often associated with higher levels of job satisfaction (Bass & Avolio, 1994). In contrast, transactional leadership, which focuses on routine, supervision, and performance-based rewards, may have a varied impact depending on the organizational context. This study examines the leadership styles prevalent within the Buea Council and their effect on employee satisfaction.
Communication practices within an organization are another crucial element of organizational culture that affects job satisfaction. Effective communication fosters transparency, trust, and collaboration, which are essential for a positive work environment (Robbins & Judge, 2019). The Buea Council, with its hierarchical structure, presents unique challenges and opportunities for communication flow, which this study seeks to explore in relation to employee satisfaction.
Recognition and reward systems play a significant role in reinforcing organizational culture and enhancing job satisfaction. This study investigates the effectiveness of the Buea Council’s recognition and reward practices and their impact on employee satisfaction and performance.

The Buea Council’s commitment to these values can significantly influence employee satisfaction, especially in terms of aligning personal and organizational goals. The alignment of organizational culture with employee expectations is crucial for maintaining high levels of job satisfaction. Discrepancies between the two can lead to dissatisfaction, disengagement, and turnover (O’Reilly, Chatman, & Caldwell, 1991). This study aims to identify areas of alignment and misalignment within the Buea Council’s culture and their implications for job satisfaction.
In the context of globalization and modernization, the Buea Council faces challenges in adapting its organizational culture to meet changing employee expectations and public service demands. The integration of modern management practices and technologies can influence cultural dynamics and employee satisfaction (Kotter, 1996). In conclusion, understanding the impact of organizational culture on job satisfaction is vital for enhancing employee well-being and organizational effectiveness in the Buea Council. By exploring the interplay between cultural elements such as leadership, communication, and values, this study aims to provide insights and recommendations for fostering a supportive and productive work environment. These findings will contribute to the broader discourse on public sector management and employee satisfaction in Cameroon.
