Cargo clearance is a procedure of completing all documentation processes of imported cargo from discharge of goods from the vessel via the quay to the stalking areas, transit sheds and warehouses after a due process of customs examination and payment of duties to relevant agency of government and also ensuring that a well-coordinated
delivery procedure is perfected to the consignees’ warehouse through a coordinated haulage network. Cargo clearance is also an act of passing goods through customs so that they can enter or leave the country (Ndikom et al., 2017) which are to effective trade facilitation. According to Muktar (2007) steps taken in trade facilitation process includes the following: the use of fast-tracking process, post clearance audit, up grading of information technology (IT) the adoption of destination inspection policy and the use of scanners (International Trade Centre, 2018)
. Cargo clearance work involves preparation and submission of documentations of all imports required to facilitate export or import in to the country, representing client responsibilities during customs examination, assessment, payment of duty to facilitate delivery cargo to the consignees after due clearance process of the documents from the customs office.
The seaports and airports are the gateway to the nation’s economy, as all imports and the nation’s export pass through them. This means that the survival of any economy is a function of the volume of her international trade. No doubt, the maritime industry occupies a strategic position in the nation’s economy (Badejo,1997). It is believed that maritime sector plays more prominent role in the shaping of the economy of a nation, as over eighty percent by volume and monetary value of export and imported goods pass through the seaports. In other words, the role of international trade in the implementation of the fiscal policies of the government cannot be over emphasized. This is manifested in the crucial role played by custom service, Cameroon Ports Authority, the licensed custom agents and other port operators, in the daily activities at the water-front.
International trade is the performance of trade and investment activities across national boundaries (Voerman, 2011), International trade is also seen as the exchange of goods and services between countries. Importation is one of the critical forces that encompasses international trade. Many countries rely on imports to benefit or consumer goods which they cannot produce. According to Dr Jean-Paul Rodrigue (2017), Companies perform various activities in more than one country such as manufacturing, selling or even sourcing. Technology has made it possible to access multiple markets around the globe within a short time. This has mostly influenced companies to expand their market share to other countries other than the parent country. Cavusgil (2010) further indicate that companies can make international trade through methods such as exporting, foreign direct investment, franchising or even licensing.
1.2 Statement of the Problem
The efficient clearance of cargo at seaports is vital for global trade and economic growth. However, many seaports face numerous challenges in this regard, often leading to delays, inefficiencies, and increased costs for stakeholders. The Douala Seaport, located in Cameroon, is no exception. Despite its strategic importance as a major gateway for trade in Central Africa, the port encounters significant hurdles in cargo clearance processes. Understanding these challenges is crucial for devising effective solutions to enhance port efficiency and economic competitiveness. The Douala Seaport faces multifaceted challenges in cargo clearance processes, which hinder its efficiency and impede the flow of goods through the port. These challenges encompass various aspects of port operations, including administrative procedures, infrastructure limitations, regulatory compliance, and technological deficiencies.
The cargo clearance process at the Douala seaport is plagued by significant challenges,such as limited infrastructure, including outdated or insufficient port facilities and equipment, which hinder the smooth flow of cargo and lead to delays in clearance processes. Douala seaport may experience congestion due to a high volume of cargo traffic, limited berthing space, and inefficient cargo handling processes. Complex and bureaucratic customs procedures may also cause delays and increase the time and cost of cargo clearance. Inefficient customs processes, including documentation requirements and inspections, can contribute to bottlenecks in the clearance process. In addition, corruption within the customs and port authorities might lead to delays and increased costs for businesses. Bribery and other forms of corruption may result in preferential treatment for certain shipments or unnecessary delays for others. Security concerns, including the risk of theft, smuggling, and terrorism, also contributed to the challenges likewise inadequate or outdated information technology systems and extensive cargo clearance documentation, including bills of lading, certificates of origin, and customs declarations. Errors or discrepancies in documentation thus lead to delays in clearance processes as authorities may require additional verification or clarification. Addressing these challenges requires coordinated efforts from port authorities, customs officials, government agencies, and private sector stakeholders. Investments in infrastructure, streamlined procedures, improved technology systems, and enhanced transparency and accountability can all help to improve cargo clearance efficiency at Douala seaport.
