ABSTRACT

Customs play a critical role in enhancing trade facilitation, promoting economic growth, and ensuring security at borders. In Cameroon, the customs administration faces numerous challenges that hinder the effective facilitation of trade. This study examines the key challenges affecting the role of customs in trade facilitation within the country. The research highlights the bureaucratic delays, inefficiencies in customs processes, corruption, inadequate technology, and lack of infrastructure as the main barriers impeding smooth trade operations.

Using a qualitative research approach, this study involves interviews with customs officials, traders, and logistics professionals operating within Cameroon’s borders. The primary data collected is complemented by a review of secondary data, including government reports and World Bank trade facilitation indexes. Analysis was conducted using thematic analysis to identify the major challenges and their impact on trade.

Findings reveal that bureaucratic inefficiencies and corruption are among the most prominent challenges. Many traders report long delays in clearing goods at ports, with customs procedures requiring excessive paperwork and approvals. The inefficiencies in processes lead to increased costs for traders, affecting competitiveness in international markets. Corruption within customs is another key issue, with demands for unofficial payments to expedite the clearance process.

The study also identifies a significant technological gap within customs operations. The lack of automation and integration of digital systems causes delays in processing trade documents and impedes real-time tracking of goods. Furthermore, the physical infrastructure at border crossings and ports is inadequate to handle the growing volume of trade, resulting in congestion and delays in the movement of goods.

In addition to operational challenges, customs in Cameroon struggles with the enforcement of trade regulations due to the porous nature of the country’s borders. Smuggling and illegal trade are rampant, leading to loss of government revenue and undermining legitimate business activities. The absence of proper border management systems and collaboration with neighboring countries exacerbates this issue.

The research recommends several measures to improve trade facilitation in Cameroon. Key recommendations include implementing advanced digital systems to automate customs procedures, increasing transparency to reduce corruption, and investing in modern infrastructure at border points and ports. Moreover, strengthening collaboration with regional trade partners and improving training for customs personnel are essential steps toward overcoming these challenges.

In conclusion, addressing the challenges faced by customs in Cameroon is crucial for improving trade facilitation, boosting the country’s economic performance, and fostering regional integration. Effective reforms in customs operations will lead to a more efficient trade environment and position Cameroon as a competitive player in international trade.
