Customs activities, encompassing processes such as import/export documentation, tariff assessments, and regulatory compliance, represent critical infrastructural elements that can either facilitate or impede business operational efficiency (Rodriguez et al., 2023). For small-scale enterprises operating within increasingly globalized economic environments, navigating these intricate customs frameworks has become a fundamental challenge that directly influences their competitive positioning and economic sustainability. Small-scale businesses frequently encounter multifaceted challenges related to customs activities, including extensive administrative requirements, financial burdens associated with compliance, and potential delays in cross-border transactions (Chen & Wong, 2024). These complexities can potentially undermine the agility and responsiveness that are traditionally considered competitive advantages for smaller entrepreneurial ventures. The financial and operational implications of customs procedures often disproportionately affect small-scale businesses compared to larger, more resourced organizations that can more readily absorb associated costs and complexities (Thompson et al., 2022).

Moreover, the evolving landscape of international trade regulations necessitates continuous adaptation and strategic understanding of customs activities. Empirical research suggests that effective management of customs-related processes can substantially enhance a small business’s capacity to expand into international markets, optimize supply chain efficiency, and maintain competitive economic positioning (Martinez & Lee, 2023). Understanding the nuanced interactions between customs activities and small-scale business performance has therefore emerged as a critical area of scholarly and practical investigation. International trade and customs activities play a critical role in shaping the economic landscape for small-scale businesses worldwide. Globally, customs regulations and border control mechanisms significantly impact entrepreneurial activities, trade flows, and economic development (World Trade Organization, 2022). According to United Nations Conference on Trade and Development (2023), small and medium enterprises constitute approximately 90% of businesses worldwide and contribute up to 40% of national gross domestic product in developing economies. These enterprises are particularly sensitive to customs procedures, trade barriers, and regulatory complexities that can substantially influence their operational efficiency and economic sustainability.

The evolution of international trade regulations has dramatically transformed the operational environment for small-scale businesses. The general agreement on tariffs and trade and subsequent world trade organization protocols have progressively sought to streamline customs procedures and reduce trade barriers (Hoekman & Kostecki, 2021). However, complex administrative requirements and extensive documentation processes continue to challenge small businesses, particularly in developing regions. Empirical research by Grainger (2022) suggests that customs-related transaction costs can represent up to 10-15% of the total trade value for small enterprises, significantly impacting their competitiveness and economic viability.

In the African context, customs activities present unique challenges and opportunities for small-scale businesses. The African Continental Free Trade Area (AfCFTA) represents a significant milestone in addressing regional trade barriers and promoting economic integration (African Union, 2023). Nevertheless, small businesses in countries like Cameroon continue to navigate intricate customs regulations that can impede their growth and international market access. Studies by Nkengfack and Fotio (2022) highlight that African small businesses often face substantial bureaucratic hurdles, high compliance costs, and complex customs procedures that limit their ability to effectively participate in regional and global trade networks.

Within the national context, Cameroon’s customs environment presents a complex regulatory framework that directly influences small-scale business operations. The Direction Générale des Douanes (Customs General Directorate) implements policies that significantly impact entrepreneurial activities across various economic sectors (Cameroon Customs Directorate, 2022). Research by Mbeng and Nguiessi (2021) demonstrates that customs activities in Cameroon involve intricate documentation requirements, variable tariff structures, and administrative procedures that can create substantial challenges for small businesses, particularly in regions like the North-West, where Bamenda is located.

Bamenda II, a dynamic urban center in Cameroon’s North-West Region, represents a microcosm of the broader challenges faced by small-scale businesses in navigating customs activities. The local economic landscape is characterized by diverse entrepreneurial ventures ranging from informal trade to more structured small enterprises (Nkwi & Nyamnjoh, 2022). Preliminary investigations suggest that customs procedures significantly influence business operational strategies, market access, and overall economic sustainability in this region.

1.2 problem statement

Small-scale businesses are an essential pillar of economic growth and development, contributing significantly to job creation and the provision of goods and services. However, their reliance on imported goods often subjects them to inefficiencies in customs procedures, creating barriers that undermine their potential. These businesses face significant delays and escalating costs caused by complex documentation requirements, prolonged inspection processes, and unclear tariff classifications. Such bottlenecks disrupt their supply chains, limit their ability to compete effectively in the market, and erode profitability. Unlike larger corporations that have the resources to address such challenges, small-scale businesses are disproportionately affected by these inefficiencies, putting them at a disadvantage in the global marketplace. Therefore, understanding the specific hurdles they face in navigating customs operations is vital to formulating strategies that enhance their efficiency and competitiveness. 

One of the most pressing challenges small-scale businesses face is the difficulty in complying with constantly evolving customs regulations. These enterprises often lack the expertise or resources to navigate the complex regulatory landscape, making them vulnerable to errors that lead to fines, penalties, or significant delays in goods clearance. Regulatory compliance becomes even more challenging when customs laws frequently change, requiring constant updates to documentation and processes. Moreover, high customs duties and unpredictable changes in tariff rates compound the difficulties. For many small-scale businesses, such financial burdens disrupt cash flow, increase operational costs, and constrain their ability to invest in innovation and growth. Consequently, the challenges in customs clearance and the financial strain caused by high tariffs hinder the sustainability of these businesses, reducing their contribution to local and national economies.

The challenges posed by inefficient customs procedures and high duties underscore the urgent need for policy reforms and strategic interventions. Streamlining customs processes through automation, digitalization, and simplified regulations could significantly reduce delays and costs for small-scale businesses. Additionally, governments could consider stabilizing tariffs or providing targeted exemptions to alleviate financial pressures and encourage growth. Addressing these issues would not only enhance the operational efficiency of small businesses but also bolster their ability to compete in local and global markets. This study aims to examine these challenges in detail, analyze their impact on small-scale businesses, and propose actionable strategies to mitigate the barriers they face. By tackling these systemic issues, small enterprises can unlock their potential as drivers of economic growth and innovation.
