GENERAL INTRODUCTION

1.0 Introduction

This chapter unfolds within a defined context which embarks on a comprehensive exploration, traversing the macrocosm of global dynamics down to the intricate fabric of local community. The statement of the research problem is outlined, by which, the research questions that serve as beacons guiding the study into the complexities of technology and continuous skill development and its effect on secretary’s performances are also stated. More so, the objectives of the study are defined, providing a roadmap for the study’s direction, while hypotheses offer testable propositions to advance the research. This chapter not only defines the scope of our exploration but also underscores the necessity of unraveling the intricacies surrounding the effect of technology and continuous skill development on the performance of secretaries within the scope of the study. This chapter also presents the delimitation which refines the focus of the study, specifying the key themes and aspects of technology, continuous skill development and secretariat performance under scrutiny. To guide readers through this intricate exploration, the organization of the chapter is thoughtfully structured as well as the chapter synthesis. These considerations collectively ensure a nuanced understanding of the interconnections between technology, continuous skill development and secretariat performance.

1.1 Background of the Study

In the world, the role of secretaries has evolved significantly in response to advancements in technology and the growing demand for versatile administrative professionals in the modern workplace. As technology continues to permeate every aspect of organizational operations globally, secretaries are increasingly expected to possess a diverse skill set that extends beyond traditional administrative tasks (Jones, 2017). According to Shahzad et al, (2020), technology has transformed the way administrative tasks are executed, offering tools and solutions that streamline processes and enhance productivity worldwide. From email communication to document management systems and scheduling software, technology provides secretaries with efficient means to manage tasks and communicate with stakeholders.

According to Iredia (2002), the world is changing and all that exist in it are changing along with it. That is why the secretarial profession is changing too. Secretarial profession is a noble profession. It existed in the early stage of development of man and practitioners were associated with kings, top military officers and great men. In the time past, secretary’s job was tedious as he had to take note of speeches and keep secret records manually. The secretary’s duty then was narrow and limited to only taking of notes of speeches of great men and keeping of official secrets. But today, technology has advanced in the world such that, cloud computing and remote access enable secretaries to work flexibly and collaborate with colleagues from anywhere around the globe, contributing to increased efficiency and responsiveness (Strother & Ingbretsen, 2015).

Therefore, continuous skill development is essential for secretaries to adapt to evolving technological landscapes and fulfill their roles effectively on a global scale. Professional development opportunities and training programs enable secretaries to enhance their technical competencies, stay abreast of emerging technologies, and navigate cultural and linguistic diversity in their work environments (Sung & Lee, 2018). Moreover, ongoing skill development fosters a culture of innovation and adaptability among secretaries, enabling them to thrive in diverse organizational settings worldwide (Bakar & Tarmizi, 2017).

Furthermore, the advent of advanced communication tools, digital document management systems, and collaborative platforms has redefined the nature of secretarial work (Shi & Wang, 2020). This rapid pace of technological advancements in the world requires secretaries to engage in continuous skill development to remain relevant and proficient in their roles (Poulymenakou, 2018). Usenu (2006) observes that, as reliance on technology continues to expand in offices across the world, the role of office professional has greatly evolved. Office automation and organizational restructuring have led secretaries and administrative assistants to assume a wider range-of-range of new responsibility once reserved for managerial and professional staff. Many secretaries and administrative assistants now provide training and orientation for new staff, conduct research on the internet, operate and trouble shot new office technologies

The global nature of business operations necessitates a cross-cultural examination of the impact of technology on secretarial performance. Different regions may have distinct technological infrastructures, levels of technological adoption, and varying cultural attitudes toward technology in the workplace. A comprehensive study can shed light on the universality or context-specific nature of the relationship between technology and secretarial effectiveness. Given the dynamic nature of the global workplace, understanding the influence of technology and continuous skill development on the performance of secretaries across different regions and cultures is essential for organizations to optimize administrative functions and support staff development initiatives.

In Africa, introducing new tools and systems to streamline administrative processes has been increasingly noticeable. From email management to document processing and scheduling, secretaries now rely heavily on various software applications and digital platforms to fulfill their responsibilities efficiently (Ngwira, 2020). Ongoing training and professional development are crucial for secretaries to adapt to evolving technologies and maintain their relevance in the workplace (Owusu-Ansah, 2017). In addition to technical skills, modern secretaries in Africa are expected to possess strong interpersonal and communication skills to effectively interact with colleagues, clients, and stakeholders in a digital environment (Nkosi, 2019). The ability to navigate virtual communication platforms and collaborate remotely has become essential in today’s interconnected world. Secretaries who excel in both technical and interpersonal competencies are better equipped to support organizational objectives and contribute positively to the overall performance of their teams (Ncube, 2021).

In recent years, Africa has experienced rapid technological advancement, transforming various aspects of work processes across different sectors. This transformation has also impacted the roles and responsibilities of secretaries in African nations, leading to a growing emphasis on the need for continuous skill development to effectively navigate the evolving technological landscape (Adeyemi & Adebayo, 2018). As African economies strive to become more globally competitive and technologically proficient, the performance of secretaries becomes increasingly crucial in supporting organizational efficiency and effectiveness (Oladejo, 2019). For example, in countries like Nigeria and Kenya, where technological innovation hubs are emerging, secretaries are expected to adapt to the use of digital tools and platforms for administrative tasks.

Moreover, in some African nations facing economic diversification and industrialization efforts, such as South Africa and Ghana, secretaries play pivotal roles in facilitating organizational growth and productivity (Owoseni et al., 2017). With technological advancements driving these economic transformations, secretaries are required to acquire and continuously update their skills to remain competitive in the job market and contribute effectively to their organizations’ success (Adejumo, 2018). Thus, the performance of secretaries in these contexts is significantly influenced by their ability to leverage technology and engage in continuous skill development. In addition, the COVID-19 pandemic has accelerated the adoption of remote work and digital communication tools across Africa, further emphasizing the importance of technological proficiency among secretaries (Ngulube et al., 2020).

Secretaries in countries like Rwanda and Ethiopia are increasingly tasked with managing virtual meetings, coordinating remote teams, and ensuring seamless communication using digital platforms (Assefa & Woldesenbet, 2021). This shift highlights the critical role of technology and continuous skill development in enabling secretaries to adapt to changing work dynamics and maintain high performance standards in the face of evolving challenges. As African nations strive for economic growth and competitiveness, the performance of secretaries remains integral to organizational success, underscoring the importance of equipping them with the necessary technological skills and fostering a culture of lifelong learning and skill development.

In Cameroon, where administrative support is crucial for the effective functioning of organizations, secretaries are increasingly expected to possess advanced technological skills to navigate digital platforms, manage electronic communication, and utilize software applications for document processing and data management (Johnson, 2020). Moreover, the integration of technology in administrative tasks has necessitated continuous skill development among secretaries to adapt to evolving job requirements and remain competitive in the workforce (Jones & Brown, 2019).

However, despite the growing importance of technology and continuous skill development, challenges persist in ensuring that secretaries in Cameroon, have access to adequate training and resources to enhance their performance. Limited access to training programs, outdated technology infrastructure, and insufficient support for professional development initiatives pose barriers to skill enhancement among secretaries (Okoro, 2017). Furthermore, the effectiveness of technology and continuous skill development on the performance of secretaries in Cameroon varies across different regions. Factors such as socio-economic conditions, educational opportunities, and organizational culture influence the extent to which secretaries can leverage technology and engage in skill development activities to enhance their performance (Owusu-Ansah & Boateng, 2019).

In the North West Region of Cameroon, with Bamenda as its capital, represents a unique context where the effect of technology and continuous skill development on the performance of secretaries is particularly significant. Bamenda, as one of the major urban centers in the region, serves as a hub for administrative activities across various sectors, including government offices, educational institutions, and private enterprises. In recent years, the region has experienced a notable shift towards digitalization and technological integration in administrative processes, necessitating secretaries to adapt to these changes (Tiku, 2020). Secretaries in Bamenda are increasingly required to possess advanced technological skills to effectively manage digital communication, utilize software applications for document processing, and navigate online platforms for information retrieval (Achamoh, 2017).

Moreover, the North West Region, including Bamenda, faces specific challenges related to infrastructure and access to resources, which impacts the performance of secretaries in adopting and effectively utilizing technology. Limited access to reliable internet connectivity, inadequate technological infrastructure, and scarcity of training opportunities pose barriers to continuous skill development among secretaries in the region (Ndifor, 2019). These challenges underscore the importance of targeted interventions aimed at addressing skill gaps and improving the performance of secretaries in Bamenda.

Additionally, the socio-economic context of the North West Region influences the dynamics of skill development and technology adoption among secretaries. Factors such as educational background, socio-economic status, and cultural norms play a significant role in shaping secretaries’ access to training opportunities and their ability to adapt to technological changes (Achamoh, 2017). The effectiveness of technology and continuous skill development initiatives on the performance of secretaries in Bamenda requires collaboration among various stakeholders, including government agencies, educational institutions, and employers. By investing in infrastructure development, providing access to quality training programs, and fostering a culture of continuous learning, organizations in Bamenda can empower secretaries to enhance their performance and contribute more effectively to organizational success (Tiku, 2020).

The University of Bamenda, as a prominent academic institution in the North West Region of Cameroon, represents a crucial setting for administrative tasks. Situated in Bamenda, the university serves as a focal point for administrative activities, encompassing various departments, faculties, and administrative units that rely on secretarial support for their day-to-day operations. As the university strives to adapt to the demands of the digital age, secretaries play a pivotal role in facilitating administrative processes through the effective utilization of technology and continuous skill development (Fonjong, 2018).

Within the University of Bamenda, secretaries are tasked with diverse responsibilities, including managing correspondence, organizing meetings, maintaining records, and providing administrative support to faculty members and students. The increasing integration of technology into these tasks necessitates secretaries to possess advanced technological skills, such as proficiency in word processing software, email communication, and database management systems (Achamoh, 2019). Furthermore, the university’s commitment to excellence in education and administration underscores the importance of continuous skill development among secretaries to meet the evolving demands of their roles (Ngum, 2017).

However, despite the university’s efforts to embrace technological advancements, challenges exist in ensuring that secretaries have access to adequate training and resources to enhance their performance. Limited access to training programs, outdated technology infrastructure, and insufficient support for professional development initiatives may hinder secretaries’ ability to fully leverage technology and continuously develop their skills within the university setting (Njuki, 2020). Moreover, the University of Bamenda serves as a microcosm of the broader educational landscape in Cameroon, where similar challenges and opportunities exist in integrating technology and promoting continuous skill development among administrative staff. By examining the experiences of secretaries within the university context, valuable insights can be gained into the effectiveness of technology and skill development initiatives in enhancing administrative performance in the Cameroonian higher education sector (Njume, 2018).

1.2 Problem Statement

The integration of technology in (the automation of) the secretarial duties presents challenges for secretaries at the University of Bamenda, affecting their performance in administrative tasks. The inadequate technological skill leads to inefficiencies in utilizing digital tools and systems, resulting in delays, errors, and reduced productivity in completing administrative duties. The level of technological proficiency among secretaries at the University of Bamenda significantly impact their performance in carrying out administrative tasks. Furthermore, the lack of proficiency in technology hinder secretaries’ ability to adapt to evolving job requirements and contribute effectively to organizational objectives, thereby impacting overall performance levels within the University’s administrative operations. However,

Additionally, limited access to professional development opportunities and inadequate support from organizational leadership as well as resistance to technological adoption, insufficient access to relevant training resources, and difficulty in balancing job responsibilities with learning further exacerbate these challenges, hindering secretaries’ ability to adapt and perform optimally in their roles within the University’s administrative structure. The effectiveness of continuous skill development initiatives in improving the performance of secretaries is contingent upon various factors, including the alignment of training content with job requirements, the accessibility of learning resources, and the support provided for implementation of learning programs and application of acquired skills. However, the extent to which these initiatives address specific performance gaps and contribute to overall performance enhancement remains unclear. Identifying and addressing these factors is crucial for designing and implementing effective interventions aimed at improving secretaries’ performance within the University of Bamenda’s administrative context.

Furthermore, the University of Bamenda lacks effectives and efficient techniques and strategies to mitigate these challenges. The institution lacks a consistent road map to integrating new secretaries, and to developing the already employed secretaries.  Identifying effective mitigation strategies to address these challenges is essential for improving the performance of secretaries at the University of Bamenda. Developing targeted strategies to overcome these barriers, such as implementing tailored training programs, providing ongoing support and mentorship, and fostering a culture of continuous learning within the university’s administrative department, can help enhance secretaries’ performance and ensure they are better equipped to meet the evolving demands of their roles in a technologically driven environment.
