ABSTRACT

This study delves into the dynamics of effective leadership within the Regional Delegation of Public Service and Administrative Reforms in Buea. Leadership is a critical factor influencing organizational performance and employee engagement. The Regional Delegation, as a focal point of public service and administrative activities, serves as an intriguing case study to explore the nuances of effective leadership practices. The research employs qualitative methods, including interviews, surveys, and document analysis, to investigate leadership styles, decision-making processes, and the impact of leadership on organizational outcomes.

The findings aim to contribute valuable insights to the existing literature on leadership effectiveness, particularly within the context of public service institutions. By examining the leadership strategies employed within the Regional Delegation, this study seeks to identify best practices, challenges, and opportunities for enhancing leadership effectiveness. The research also considers the perceptions of employees and stakeholders to provide a holistic understanding of the leadership landscape.

1.6 Scope and Limitation of the Study

1.6.1Scope

This study is carried out in the Buea Municiapility, Fako Division in the South-West Region of Cameroon. Buea is inhabited mainly by the Bakweri people. Buea is the regional capital of the South West and the regional delegation is in charge of Fako, Lebialem, Manyu, Meme, Kupe Manenguba with divisional delegations.

But the study is specifically based in the Regional Delegation of Public Service and Administrative Reforms.

1.6.2 Limitations

In the course of carrying out this research, the following challenges were encountered;

  • The researcher faced the problem of obtaining adequate information from workers in the council. Some staff even shied away from answering the questionnaires.
  • Financial constraints were also as the researcher had to move to carry out this research so assistance was sought from friends and family.
  • The researcher faced a limitation because of the immense rainfall during this period on the field. The weather was very unpredictable. Thus an umbrella and rain coat was used to overcome this challenge.
  • The researcher was also faced the problem of being snubbed. Some public servants out rightly snubbed and refused to see or even hear what the researcher wanted to discuss about so the researcher had to be convincing enough and patient to those being interviewed.

1.7 Significance of the Study

This study seeks to provide to very technical questions on effective leadership in the delegation

To Other Researchers: It is going to serve as a base for the other researchers to improve and expand upon.

To the Cameroon Government: This research has attempted answers to the questions that were left unanswered in the public service. Government will thus look into this research when formulating policy.

To the Community: This research builds a spirit of duty consciousness and patriotism in the community. It is informative and rich and thus provides immense insight to the community on how government machinery actually functions.

To Policy Makers: This research will help policy makers in the formulation of appropriate policies that will be beneficial to the entire community.

1.8 Organisation of the Work

This research project is organized as seen below;

Chapter one constitutes the introduction, the Background to the Study, Definition of Terms, Statement of the Problem, Research Questions, Objectives of the Study, Hypothesis, Scope and Limitation and Significance of the Study.

Chapter two comprises the theoretical framework and Literature Review

Chapter three examines the Research Methodology.

Chapter Four comprises of data presentation, analysis and interpretation.

Chapter five is made up of the summary, the conclusion and recommendations.

1.9 Definition of Terms

Leadership

Leadership can be defined in different ways that it is hard to come up with a single working definition. Leadership is not just a person or group of people in a high position. Leadership is a process in which leader is indulged in various activities to achieve any goal. Leadership refers to the behavior/ attitude of a leader to collect and direct the individuals towards any goal. Leadership is a communication process of leader and individuals. So the effectiveness of an organization depends upon the effective leader and effective leader is that person who has an effective leadership style. Leadership is a very important factor for any organization or group. There are three famous ways in which we can describe leadership from different perspectives.

  1. Achieve target through others: There are lot of leaders who have been working hard to lead their teams or groups towards the success yet this achievement wouldn’t have been possible without the participation of every member of the team. So it is fair to provide the true definition of leadership which includes those helping hands. In the past leaders have been using hierarchy and issuance of an order to complete the given task. But the leaders of the modern times have come up with a different approach and changed it to the investment of trust to their people, with skilled employees working together in a friendly environment to achieve the goals. Mostly in the organizations management styles are widely spoken rather than leadership styles. This style of leadership basically involves ruling out of position less leadership and welcomes the informal one. The only difference is you do not claim certain powers on members.
  2. Dominating power of leadership: This type of leadership explains the individual who stands out and is dominant in a group or tribe is said to be their leader. It simply explains that leader is meant to have power over his people by holding top position for certain duration of time. This basically needs the mutual understandings between the people that they will obey the rules. In this type of leadership one doesn’t have to be a good motivator relational leader of the people.
  3. Positive change towards the better journey: In this type of leadership it is basically challenge for the status quo towards a better world. Leader is said to have courage to stand up and let them heard even if it means a great risk to them. But in this type of leadership you don’t have to hold a formal appointment as long as you think that change is needed off you go and challenge the status quo. This also gives chance to employees to become a leader even though they don’t have the right skills or are authorized to take charge.

Organisation

The advanced oxford dictionary defines an organisation as an organized group of people with a particular purpose such as a business or government department or institution. Organisations vary in purpose, size and objective.
