INTRODUCTION

1.2 Background to the Study

The transportation of oversized cargo is a critical component of global trade, particularly in industries such as construction, mining, and energy. As economies expand and infrastructure projects increase, the movement of large and heavy items has become more prevalent. According to the International Transport Forum (2020), oversized cargo transportation is expected to rise by 30% by 2030, driven by burgeoning industrial activity and international trade. However, this growth poses significant challenges to road infrastructure, as oversized loads often exceed the standard weight and dimensions of conventional vehicles, leading to increased wear and tear on roads, bridges, and other critical infrastructures (Hagberg et al., 2016). The implications of transporting oversized cargo are multifaceted. Roads and bridges that were not designed to accommodate such loads suffer from accelerated deterioration. The American Society of Civil Engineers (ASCE, 2021) has reported that inadequate infrastructure can lead to severe economic losses, as damaged roads hinder the efficient movement of goods and services. The increased frequency of oversized cargo transport leads to deformation of road surfaces, cracking, and ultimately, structural failure if not properly managed (Chen et al., 2018). In many developed countries, regulations and monitoring systems are in place to manage oversized loads effectively, ensuring that infrastructure can withstand the additional stress. However, in many developing regions, these systems are often lacking, leading to more severe impacts on road conditions and safety (World Bank, 2019).

In Africa, the challenge of oversized cargo transportation is worsen by a combination of high demand for infrastructure development and limited road quality. According to the African Development Bank (2020), Africa’s road networks are among the most underdeveloped in the world, with only about 50% of roads paved. This poor infrastructure, coupled with increasing trade and industrial activity, makes the continent particularly vulnerable to the adverse impacts of oversized cargo transport. As countries in Africa engage in large-scale projects such as mining operations in South Africa or oil extraction in Nigeria oversized loads are becoming more common. The African Union (2020) noted that the lack of regulation and the prevalence of informal transport sectors further complicate the situation. This leads to increased road damage, traffic congestion, and safety hazards, as oversized vehicles often navigate routes not designed for such dimensions.

In Cameroon, the situation mirrors the broader trends observed across Africa. The country’s road infrastructure is characterized by a mix of paved and unpaved roads, with significant portions in poor condition (MINHDU, 2021). The transportation of oversized cargo, particularly related to the oil and gas sector, has become a significant concern. The Ministry of Public Works has acknowledged that the increasing movement of heavy cargo has led to accelerated road degradation, particularly in regions with inadequate maintenance budgets (MINHDU, 2021). The lack of a comprehensive regulatory framework for oversized cargo transport in Cameroon further worsen the issue. Oversized vehicles often travel through urban areas, contributing to traffic congestion and presenting risks to public safety (Ngoh et al., 2022). Inadequate signage and road markings for oversized vehicles lead to confusion and accidents, highlighting the urgent need for better management practices.

In Bamenda town, the rapid increase in population has contributed the increase in the demand for Oversized Cargo Transportation like the transportation of construction materials and machineries.The primary mode of transportation that supports this activity is road transportation. The movement of goods, especially oversized cargo, is essential for the town’s economic progress, as it supports trade and various industries (Nchang, 2020). However, transporting oversized cargo loads that exceed standard dimensions and weight creates significant challenges for the existing road infrastructure. The road network in Bamenda is frequently narrow and plagued by potholes and inadequate drainage systems, making it ill-suited for the heavy loads carried by oversized vehicles.The structural integrity of the roads is compromised, leading to more accidents and traffic congestion, which can disrupt local businesses and access to essential services (Ndenecho, 2019; Ndem, 2022). As the infrastructure deteriorates, the socio-economic effects extend to local communities, impacting healthcare, education, and business operations, and threatening Bamenda’s role as a vital trade hub (Ongah et al., 2020).

1.2 Statement of the Problem

The transportation of oversized cargo is a vital component of logistics and supply chains, particularly in growing urban areas like Bamenda town, where economic expansion demands the movement of large machinery, construction materials, and industrial equipment. However, the increasing number of heavy vehicles transporting oversized loads presents serious challenges on Bamenda’s road infrastructure. Many roads in Bamenda town were originally designed for lighter vehicles and are unable to withstand the excessive weight and size of these cargo carriers. As a result, the pavements experience accelerated deterioration, leading to potholes, cracks, and even complete road failures in some areas. This not only increases maintenance costs for local authorities but also creates hazardous conditions for motorists, pedestrians, and other road users. Additionally, frequent road damage disrupts traffic flow, causing delays and congestion, which further affects daily commuting and business operations. 

Beyond the immediate structural damage, the movement of oversized cargo has broader economic and social implications for Bamenda. Poor road conditions hinder efficient trade, making it difficult for businesses to transport goods in and out of the town. Farmers, merchants, and manufacturers face increased transportation costs and delays, which can reduce profitability and limit market access. Furthermore, the safety risks associated with damaged roads and oversized vehicles raise concerns about accident rates, potentially leading to injuries and financial losses for affected individuals. Given Bamenda’s role as a key hub for regional commerce, it is essential to assess how oversized cargo transportation affects road infrastructure and to develop strategies that balance economic needs with sustainable urban planning. It is against this background that this study seeks to examine the extent of road damage caused by oversized cargo, evaluate the capacity of existing infrastructure, and propose practical solutions to minimize negative impacts while improving the efficient movement of oversized cargo in Bamenda town.This understanding will inform urban planning and policy decisions, helping to create a safer and more efficient transport network.
