Abstract

This study examines the impact of teacher performance appraisal on teaching and learning in secondary schools within the Buea Municipality. Teacher performance appraisal serves as a critical tool for assessing teachers’ effectiveness, identifying areas for professional development, and enhancing the quality of education. In educational settings, effective teacher evaluation mechanisms are key to improving teaching practices and ultimately, student outcomes. Despite the importance of performance appraisals, there is limited research exploring its direct effects on teaching and learning in the context of Cameroon.

The research employs a descriptive survey design to assess the perceptions of teachers and students regarding the influence of performance appraisals on teaching quality. A sample of 150 teachers and 300 students from 10 secondary schools in Buea Municipality participated in the study. Data collection was conducted using questionnaires, structured interviews, and classroom observation to evaluate both teachers’ performance appraisal processes and their impacts on the quality of instruction.

The findings reveal that teacher performance appraisal positively influences teaching and learning when the evaluation process is fair, transparent, and focused on improving teaching practices. Teachers who received regular and constructive feedback from appraisals were found to be more motivated to improve their teaching methods, which translated into better learning outcomes for students. The study also highlights the importance of involving teachers in the appraisal process, as this fosters a sense of ownership and professional growth. Additionally, schools that provide opportunities for teachers to engage in continuous professional development based on appraisal results demonstrate higher student performance and increased teaching effectiveness.

However, the study also identifies challenges in the implementation of teacher performance appraisals in the selected schools. Some teachers reported that appraisals were often conducted irregularly or were based on subjective criteria, leading to dissatisfaction with the process. Furthermore, there were instances where appraisal results were not adequately linked to professional development opportunities, limiting the potential benefits of the evaluation system.

The research concludes that, when implemented effectively, teacher performance appraisal can have a significant positive impact on both teaching and learning in secondary schools. It enhances instructional practices and provides a framework for continuous improvement. The study recommends that school administrators in Buea Municipality adopt a more structured and transparent approach to teacher appraisals, ensuring that the process is not only evaluative but also developmental. Additionally, professional development programs should be aligned with appraisal outcomes to support teachers in addressing identified areas of improvement.
