CHAPTER ONE

 INTRODUCTION

1.1.   Background of Study

Despite its economic importance, artisanal gold mining in Cameroon has been associated with numerous problems, including environmental degradation, health issues, and social conflicts. This research aims to provide a comprehensive assessment of these impacts to inform policy-making and community development initiatives.

Artisanal gold mining (AGM) has emerged as a significant economic activity in many parts of the developing world, including Cameroon. This background of study focuses on the town of Batouri in the East Region of Cameroon, where AGM has become particularly prominent. The rise of AGM in Batouri is driven by various socio-economic factors, including limited employment opportunities, poverty, and the allure of quick financial gains from gold extraction. However, the proliferation of AGM activities has brought about a complex array of impacts on the local community, encompassing economic, environmental, and social dimensions.

Gold mining in Cameroon dates back to the pre-colonial era, but it gained substantial momentum during the colonial period when European powers intensified resource extraction. In recent decades, the liberalization of mining laws and the rise in global gold prices have spurred a resurgence in artisanal mining activities. Batouri, due to its rich gold deposits, has attracted a significant influx of miners from various parts of Cameroon and neighboring countries.

In recent year, the rate of growth of artisanal mining activities have greatly increased worldwide especially in the communities of Cameroon. This activity has been one of the primary source of poverty alleviation on the local community where it is practiced. Despite its poverty alleviation potentials, it causes significant harm to the local community and its surroundings.

According to the Republic of Cameroon (LAW No 2023/014 of 19 DEC 2023), artisanal mining is defined as “an operation consisting in using traditional method and processes to extract and concentrate top or sub-soil material substances at a maximum depth of ten (10) meters, and obtaining marketable products”.

Poverty and unemployment are pervasive issues in many parts of Cameroon, including Batouri. The formal job market is limited, and many individuals turn to AGM as a means of livelihood. AGM offers relatively easy entry and quick returns, making it an attractive option for those without access to formal employment or education. According to Ndjigui et al. (2019), AGM has become a critical source of income for thousands of households in the region.

The economic contributions of AGM to local economies cannot be overstated. Beyond providing direct employment, it stimulates ancillary businesses such as food vending, equipment supply, and transportation services. However, the benefits are often unevenly distributed, with local miners receiving a small fraction of the profits compared to intermediaries and traders who often come from outside the community (Tchindjang et al., 2019).

The environmental impacts of AGM are profound and far-reaching. To access gold deposits, miners often clear large areas of forest, leading to significant deforestation and habitat destruction. This not only threatens biodiversity but also disrupts the ecological balance of the region. Tetsopgang et al. (2020) highlight that these activities contribute to soil erosion and loss of fertile land, which affects local agriculture. The use of mercury and other toxic chemicals in gold extraction poses severe environmental and health risks. Mercury contamination of water bodies and soil is a major concern, as it can lead to bioaccumulation in the food chain, affecting both wildlife and human populations. The health implications for miners and local residents include respiratory problems, skin diseases, and other mercury-related health issues (Nfor, 2020).

The influx of miners from different regions has led to significant social changes in Batouri. While some integration occurs, there are often tensions between local residents and migrant miners. These tensions can lead to conflicts and disrupt the traditional social fabric of the community. Additionally, the rapid population increase puts pressure on local infrastructure and services, such as healthcare and education (Tchindjang et al., 2019). AGM’s demand for labor often results in the exploitation of child labor. Children are frequently pulled out of school to work in the mines, undermining their educational opportunities and perpetuating cycles of poverty. Ndjigui et al. (2019) note that this practice not only affects the children’s health and development but also has long-term implications for the community’s socio-economic progress.

Many people in the mining industries around the world place their interest on large companies while, many parts of the world, particularly in developing countries, minerals such as gold are mostly extracted by artisanal and small-scale mining (ASM). This work is mostly done by the local population working with simple tools and equipment, usually in the informal sector, outside the legal and regulatory framework. The vast majority are very poor, exploiting marginal deposits in harsh and often dangerous conditions and with considerable impact on the environment.

ASM is a livelihoods strategy adopted primarily in rural areas. In many cases, mining represents the most promising, if not the only, income opportunity available. However, ASM activities are often viewed negatively by governments, large companies, environmentalists, and others. Concerns range from the use of child labour and the potential for environmental damage (particularly through the use of mercury in gold mining) to the use of ASM revenue to finance conflicts, the social disruption and conflict sometimes caused by ‘rush’ operations, the high incidence of prostitution, and the spread of HIV/AIDS where migrant workers are involved.

At the extreme, governments consider the sector illegal and attempt to ban it through different means. In many cases (since ASM falls outside the regulatory framework), they simply neglect it, thereby allowing negative social and environmental impacts to be aggravated. In only a few cases has this part of the mining sector been supported and regulated successfully. The relationship between large companies and small-scale miners is poorly understood and often troubled, with mutual mistrust and sometimes conflict. Large companies may consider small-scale miners as ‘trespassers’, while small-scale miners may see the granting of a concession to a large company as depriving them of their land and livelihoods. Although examples of more positive relationships are beginning to emerge, accusations are still made that governments and large mining companies, sometimes in collusion, forcibly evict small-scale miners from their land.

The relative contribution of ASM to sustainable development depends on the priorities accorded to different objectives. In terms of meeting the world’s need for minerals, large companies currently dominate overall. For some minerals – such as emeralds and tungsten – virtually all production is from ASM. From an economic perspective, most resources can be mined far more efficiently and intensively using large-scale mining methods, and in terms of environmental damage, small-scale mining generally has a greater impact per unit of output. From a livelihoods perspective, ASM often provides the only means of obtaining income and is therefore important. Yet for many people it never provides more than a subsistence wage, so its actual contribution is often limited.

The Cameroonian government has implemented policies aimed at regulating AGM, promoting sustainable practices, and mitigating its negative impacts. However, enforcement remains a significant challenge due to limited resources, corruption, and the informal nature of many mining operations. Strengthening regulatory mechanisms and ensuring community participation in governance are crucial for achieving sustainable development in mining areas (Tetsopgang et al., 2020). Local communities and non-governmental organizations have initiated various programs to address the adverse impacts of AGM. These initiatives focus on promoting sustainable mining practices, improving health and education services, and enhancing community resilience. Empowering local communities through education and participatory governance can play a vital role in mitigating the negative impacts of AGM and ensuring that its benefits are more equitably distributed (Tchindjang et al., 2019).

The overall objective of this study is to assess the impact of artisanal gold mining on local community of Batouri in Cameroon.

The specific objectives are;

  1. To evaluate the economic contributions of artisanal gold mining to local communities.
  2. To analyze the health impacts associated with artisanal gold mining activities.
  3. To investigate the environmental changes resulting from artisanal gold mining.
