INTRODUCTION
1.1 Background to the Study
The global logistics and supply chain industry has undergone significant transformation in the 21st century, with warehouse operations serving as critical nodes in the movement of goods across international borders. The performance of warehouse facilities is increasingly dependent on robust safety and security measures that protect both human resources and valuable cargo assets. This study examines the impacts of safety and security protocols on warehouse performance, with specific focus on Cargo Management Services in Douala, Cameroon.
In developed economies, warehouse safety and security have evolved into sophisticated, technology-driven systems that significantly impact operational performance. The United States, European Union, and other advanced economies have established comprehensive regulatory frameworks governing warehouse operations, with organizations such as the Occupational Safety and Health Administration (OSHA) setting stringent safety standards (Thompson & Martinez, 2023). Research conducted in North American and European contexts demonstrates a strong correlation between investment in safety infrastructure and overall warehouse productivity, with studies indicating that facilities with robust safety programs experience 25-40% fewer operational disruptions compared to those with minimal safety protocols (Johnson et al., 2022).
The integration of advanced technologies such as Internet of Things (IoT) sensors, automated security systems, and real-time monitoring has revolutionized warehouse safety management in developed countries. IoT contributes to warehouse security by monitoring and controlling access points, and tracking the location of goods to prevent theft or misplacement (TheAfricaLogistics, 2024). Major logistics companies like Amazon have demonstrated the business case for safety investment, with their 2024 workplace safety performance showing measurable improvements through strategic safety initiatives (Amazon, 2024).
European research has particularly emphasized the economic benefits of integrated safety and security systems, with studies by the European Logistics Association showing that every euro invested in warehouse safety generates an average return of 4.2 euros through reduced insurance costs, decreased downtime, and improved worker productivity (Anderson & Weber, 2023). The UK’s Health and Safety Executive has documented that warehouses with comprehensive safety management systems experience 60% fewer workplace accidents and 35% higher throughput rates compared to facilities with basic safety measures (British Safety Council, 2022).
The African logistics landscape presents unique challenges and opportunities regarding warehouse safety and security. The logistics industry in Africa has undergone significant transformations as a result of a combination of technological advancements, infrastructure improvements, and strategic policy initiatives (Express Handling Services, 2024). However, the continent continues to grapple with substantial infrastructure deficits and policy framework gaps that impact warehouse performance.
Research across Sub-Saharan Africa reveals that inadequate safety and security measures in warehouse facilities contribute significantly to supply chain inefficiencies. A comprehensive study by Okafor and Nwankwo (2023) across 15 African countries found that warehouses with minimal security protocols experienced theft rates 3.5 times higher than those with comprehensive security systems, directly impacting inventory accuracy and customer satisfaction. The study further revealed that unsafe working conditions in African warehouses resulted in 45% higher staff turnover rates, significantly affecting operational consistency and performance.
Better warehouses enhance logistics and trade efficiency in Africa by optimizing storage space, accelerating order processing, implementing advanced inventory management systems, improving security, maintaining product quality, integrating transportation management, and streamlining handling (Agility, 2023). This emphasizes the critical role that safety and security play in overall warehouse performance across the continent.
The African Development Bank’s 2023 logistics report highlighted that inadequate warehouse security systems contribute to an estimated $2.3 billion annual loss in goods across the continent, representing approximately 8% of total intra-African trade value (AfDB, 2023). Countries such as South Africa, Kenya, and Nigeria have begun implementing more stringent warehouse safety regulations, with early results showing 15-20% improvements in operational efficiency where comprehensive safety protocols have been adopted (Mbeki & Osei, 2022).
Regional economic communities have also recognized the importance of warehouse safety standards. The Economic Community of West African States (ECOWAS) introduced harmonized warehouse safety guidelines in 2022, while the East African Community implemented similar standards focusing on both physical security and occupational health measures (Diallo et al., 2023).
Cameroon occupies a strategic position in Central Africa’s logistics network, serving as a gateway to landlocked countries including Chad and the Central African Republic. The Port of Douala, Cameroon’s primary commercial port, handles approximately 95% of the country’s international trade and serves as a crucial transshipment hub for the Central African Economic and Monetary Union (CEMAC) region (Tchameni, 2023).
The Cameroonian warehouse sector has experienced notable growth, with major international logistics companies establishing significant operations in Douala. Maersk opened doors to a 16,000 sqm brand-new and technology-driven warehouse in Douala in 2024, demonstrating international confidence in the local market while setting new standards for warehouse operations in the region (Maersk, 2024). This facility represents a significant advancement in warehouse technology and safety standards within the Cameroonian context.
However, challenges persist within the Cameroonian warehouse sector. Research by Fouda and Mengue (2022) identified significant gaps in safety protocols across local warehouse facilities, with only 35% of surveyed warehouses meeting international safety standards. The study revealed that inadequate security measures resulted in inventory shrinkage rates of 8-12% annually, substantially higher than the global average of 1.4%. Furthermore, workplace accident rates in Cameroonian warehouses were found to be 2.8 times higher than comparable facilities in South Africa, indicating substantial room for improvement in safety management systems.
The Government of Cameroon has responded to these challenges through various policy initiatives. The Ministry of Transport established new warehouse safety regulations in 2021, mandating minimum security standards for facilities handling international cargo. Additionally, the Douala Port Authority implemented enhanced security protocols requiring all warehouse operators to maintain certified security systems and trained safety personnel (Cameroon Port Authority, 2023).
Local cargo management companies have begun recognizing the business imperative for improved safety and security measures. A survey conducted by the Cameroon Logistics Association in 2023 found that 78% of warehouse operators reported plans to increase safety and security investments over the following two years, primarily driven by client demands and insurance requirements (CLA, 2023).
Douala’s position as Cameroon’s economic capital and primary port city makes it a critical case study for understanding warehouse performance in the Central African context. The port of Douala is situated 24 kilometers upstream on the Wouri river and is the export port for cocoa, cotton, aluminum, timber and bananas (Supermaritime Group, 2024). The city handles diverse cargo types requiring specialized warehouse facilities with varying safety and security requirements.
The concentration of cargo management services in Douala provides an ideal environment for examining the relationship between safety, security, and warehouse performance. The presence of both international and local logistics providers offers opportunities to compare different approaches to warehouse management and their respective performance outcomes.
1.2 Statement of the Problem
In the rapidly evolving logistics and supply chain sector, the performance of warehouses is critically influenced by safety and security measures. The Camas Group in Douala operates within a challenging environment where safety concerns and security threats pose significant risks to its warehouse operations. Despite the essential role that warehouses play in ensuring the smooth flow of goods, incidents related to theft, vandalism, and workplace accidents continue to undermine operational efficiency and employee morale.
Ineffective safety protocols and inadequate security systems can lead to substantial financial losses, disruptions in inventory management, and damage to the company’s reputation. Moreover, the lack of a proactive approach to safety and security can create an unsafe working environment, resulting in increased accidents and injuries among employees. This situation not only affects productivity but also has broader implications for overall supply chain efficiency.
