ABSTRACT

I interned at National Commission for Human Rights and Freedom (south west region Cameroon); a national commission dedicated for the advocacy of the protection of human rights and rights against arbitrary arrest and illegal detention. I worked there as a Research Associate which gave me ample chances to explore various areas of human rights violation which extended from arbitrary arrest and illegal detention of Anglophones, to adoption of universal social protection for arbitrary arrested persons and advocacy for the respect of national and international convention on the protection of human rights. The close proximity of the commission to the government, and the collaboration it has with the government makes the commission ineffective in the exercise of its functions. However, the commission gave me ample chances to interact with a range of professionals starting from international non-governmental organizations like Amnesty international, human rights watch etc. and National NGOs like Center for Human Right And Democracy in Africa (CHRDA).

CHAPTER ONE

GENERAL INTRODUCTION

1.1 Background to the study

Internship is the achievement of experience in an enterprise and how to throw the idealism of the theory which is better appreciated in the realities of the activities of the enterprise.

It is also an opportunity for a student to examine the level of theoretical  notions  mastered to rebuild this mastery and also to have an idea on his or her competence to conceal the theory and to practice in a goal of integration in the professional world by developing  one’s own entity or bringing innovations to the current ones.

The bases behind writing a report during internship attachment at human right commission is one of the significant fulfillment required to meet up with the study of human rights and Development: The internship went on for over 2months  that is from the 1st of September 2019 Buea South West Region of Cameroon at the NATIONAL COMMISSION FOR HUMAN RIGHT AND FREEDOM situated beside the court of first instance Buea.

Generally, interns’ work at the Court consists of researching human rights issues, writing reports, analyzing National and international human rights jurisprudence, assisting with the process of contentious cases, advisory opinions, provisional measures and supervision of the compliance of the Court’s judgments, providing logistical assistance during public hearings and developing legal arguments for specific cases

1.2. GENERAL PRESENTATION OF THE NATIONAL (NCHRF) COMMISSION FOR HUMAN RIGHTS AND FREEDOM

1.3 composition, organization and functioning of the commission

1 – COMPOSITION

The composition is provided for by law No 2019/014 of 29th July 2019 relating to the organization and functioning of the NCHRF. SECTION 12(1) stipulate that The Commission shall comprise of 15 (fifteen) members, including a Chairperson and a Vice-Chairperson. sub section (2) is to the effect that the Commissioners shall be chosen from among personalities of Cameroonian nationality living in the national territory and enjoying their civic and political rights, as well as a reputation of integrity, intellectual honesty and having a good mastery of human rights issues. subsection(3) provides that The Commission Chairperson, Vice-Chairperson and members shall be appointed by decree of the President of the Republic for a five year term, renewable once, on the proposal of the services, associations and socio-professional bodies to which they belong.
