Abstract

Managing learner misconduct in secondary schools is a significant challenge faced by educational institutions, particularly in Buea Municipality, Cameroon. Misconduct in schools not only disrupts the learning environment but also hinders the academic and personal development of students. This study explores the strategies employed by school authorities to manage learner misconduct, the challenges encountered, and the effectiveness of these approaches in creating a conducive environment for learning. By focusing on secondary schools in Buea Municipality, the research provides insight into the root causes of misconduct and the role of teachers, administrators, and the broader community in addressing this issue.

A mixed-methods approach was adopted to collect both qualitative and quantitative data. Qualitative data were gathered through in-depth interviews and focus group discussions with school administrators, teachers, students, and parents. These discussions explored the various forms of misconduct encountered in schools, the existing disciplinary measures, and the effectiveness of these measures in curbing undesirable behavior. The study also examined the involvement of parents and the community in supporting schools to manage misconduct.

Quantitative data were collected through surveys distributed to a larger sample of teachers, students, and parents in selected secondary schools across Buea Municipality. The surveys assessed perceptions of the prevalence of misconduct, the effectiveness of disciplinary actions, and the impact of these actions on student behavior and academic performance. In addition, data from school disciplinary records were analyzed to identify trends in learner misconduct and evaluate the success of different management strategies.

The findings indicate that while schools in Buea Municipality have implemented various disciplinary policies and strategies to manage learner misconduct, several challenges persist. These challenges include inadequate resources, lack of training for teachers in modern disciplinary techniques, and varying levels of parental involvement. Furthermore, socio-economic factors, peer pressure, and the impact of external influences such as social media were identified as contributing factors to learner misconduct. Schools that engage in proactive and preventive measures, such as counseling, mentorship programs, and positive reinforcement, are more successful in managing learner misconduct and promoting a supportive school climate.

The study concludes that effective management of learner misconduct requires a holistic approach that involves not only the school authorities but also parents, the community, and the students themselves. School management must focus on creating a positive and inclusive environment where discipline is seen as part of the learning process rather than solely punitive. By addressing the root causes of misconduct and involving all stakeholders in the disciplinary process, schools can better manage learner behavior and enhance academic success.
