Introduction
- i) According to “Faisandier” 2021 an operational mode is characterized by its active functions.
Mode: according to the lay man’s dictionary refers to a way or manner in which something occurs or is experienced, expressed, or done.
Operation; refers to the action of functioning or the fact of being active or in effect. Thus, when we talk of the operation mode of the parliament, we mean its function and the manner in which this body carries out their function. In Cameroon the parliamentary system is bi-cameral in nature. That is, it is, made up of two houses:
– That National Assembly made up 180 seats whose members are elected by direct and secret universal suffrage for aperiod of 5years.
– The house of senate, made up of 1 00 seats whose members are voted by indirect universal sufferage.
Functions of the parliament
- a) Functions of the Assembly
– The National assembly pursuant to section 1 9 of the constitution, adopts laws in the simple majority of deputies.
– Pursuant to the Cameroon constitution of 1 8th January 1 996 of the constitution, the National Assembly exercises full legislative power and enjoys full parliamentary prerogatives until the senate becomesfunctional
– In line with article 1 5(2) of the constitution, each member of the National Assembly shall represent the entire Nation.
- b) Functions of the senate
– In the line with article 20, the senate shall represent the regional andlocal authorities.

The way or manner in which the parliament ( the national Assembly and Senate) carry out their functions will be tackled from two angles.
