INTRODUCTION

1.1 Background of the Study

Road transport signs are a universal aspect of urban and rural infrastructure across the globe. These signs serve as essential tools in traffic management, contributing to road safety, the smooth flow of traffic, and efficient transportation systems. They help regulate, warn, and guide road users, thereby reducing accidents, improving mobility, and ensuring a more predictable and organized road environment.

The global development of road transport signage can be traced to the early 20th century when motor vehicles began to dominate roads worldwide. Initially, road signs were rudimentary, often consisting of basic markers to denote road boundaries or provide directions. Over time, as vehicle numbers grew and cities expanded, the need for a standardized road signage system became evident. In 1968, the United Nations (UN) adopted the Vienna Convention on Road Signs and Signals, a landmark agreement that sought to harmonize road signs across member countries (United Nations Economic Commission for Europe [UNECE], 1968). The convention provided clear guidelines on the design, color, shape, and meaning of road signs to ensure consistency and promote road safety globally. Modern road signage systems have evolved with technological advancements. The use of electronic road signs, digital message boards, and smart traffic systems has become more common in advanced economies, helping manage traffic in real time. Moreover, the introduction of traffic management technologies, such as intelligent traffic systems (ITS), has further augmented the role of road signs in enhancing road safety and reducing traffic congestion (OECD/ITF, 2019).

Despite these global advancements, many developing countries still face challenges in implementing effective road signage systems. Issues such as inadequate infrastructure, limited financial resources, lack of public awareness, and the rapid pace of urbanization have impeded the widespread adoption of modern road signage systems (Gwilliam, 2011). For instance, in cities with fast-growing populations, like Bamenda, the existing signage systems often struggle to meet the demands of modern traffic conditions (Nkengafac, 2022).

In Africa, road transport signs are crucial for managing traffic in the face of rapid urbanization and growing populations. The continent is home to a diverse range of road transport systems, from major highways connecting countries to local roads in rural and urban areas. As African cities like Bamenda experience increasing motorization, the demand for effective road signage has intensified (African Development Bank, 2020).

Historically, African countries inherited road systems from their colonial powers, with many road signs being based on Western systems. However, due to the rapid growth of urban populations and the economic challenges facing many African nations, road transport signs in many African cities remain inconsistent and poorly maintained (World Bank, 2015). This inconsistency is exacerbated by the lack of standardized regulations, leading to varied designs, meanings, and placements of road signs. Additionally, poor road conditions, coupled with inadequate enforcement of traffic laws, hinder the effectiveness of road signage in promoting road safety (Tulu et al., 2013).

 Many African cities, including Bamenda, also face challenges associated with informal transport systems. Shared taxis, motorbikes (commonly known as “bikes”), and pedestrian traffic often ignore road signs or fail to comply with existing regulations. In such cases, the traffic rules that road signs aim to communicate are frequently disregarded, contributing to accidents and inefficiencies (Chefor 201).

As African cities continue to expand, addressing these issues has become more urgent. Cities across the continent, including Nairobi, Lagos, and Accra, have started investing in road safety campaigns and adopting international road signage standards (United Nations Human Settlements Programme [UN-Habitat], 2020). In some regions, African governments have begun to modernize their road transport networks, investing in better signage and road safety infrastructure, often in collaboration with international organizations like the World Bank and the African Development Bank (African Union Commission, 2021).

 However, these efforts are not universal, and many African cities still struggle with the implementation of effective road signage systems. Urban planners and traffic authorities in Africa face significant challenges in creating road signage systems that meet the needs of their growing and often informal transport networks (Peden et al., 2004).

Cameroon, like many African nations, faces unique challenges in its road transport system. With a population of over 27 million people and a road network that spans over 50,000 kilometers, the country has witnessed rapid urbanization, especially in its major cities like Douala, Yaoundé, and Bamenda. Among these, Bamenda stands out due to its growing prominence as an economic, political, and administrative center in the North West Region of Cameroon (National Institute of Statistics [Cameroon], 2023).

 Bamenda, which has experienced significant population growth and urbanization in the 21st century, faces increasing pressure on its road infrastructure (Mbua, 2020). The city is characterized by a mix of modern and traditional transportation methods, including private cars, motorcycles, shared taxis, and informal transport systems. This diverse transportation landscape presents challenges in implementing effective and standardized road signs (Tangwa & Fombe, 2019). Historically, road signs in Bamenda have been inconsistent, often resulting from a lack of proper planning and limited resources allocated for traffic management. Road signs in the city are often poorly maintained, damaged, or difficult to read due to weathering, urban expansion, and the ever-increasing volume of vehicles (Ngwa, 2021). This leads to confusion among drivers and pedestrians, contributing to traffic congestion and accidents.

Moreover, while there are regulations in place to guide the use of road signs, enforcement remains weak, especially in areas where informal transportation systems, such as motorbikes and shared taxis, dominate (Bamenda City Council, 2022). Drivers and passengers in these informal sectors often do not adhere to traffic laws or road signs, further complicating traffic management in the city. The rapid urbanization of Bamenda has also led to the proliferation of informal road networks that lack proper signage altogether, further heightening the risks associated with road transport in the city (Njoh, 2018).

Despite these challenges, there have been efforts to address road safety and signage in Cameroon. The government, along with local authorities in Bamenda, has begun to invest in improving the city’s road infrastructure, including the installation of more visible and standardized road signs (Ministry of Public Works, Cameroon, 2022). The introduction of modern traffic management systems, including road safety campaigns and collaborations with international organizations, is also gradually improving the effectiveness of road transport signage in the city (World Bank, 2022).

However, the implementation of an efficient road signage system in Bamenda is far from complete. As the city continues to grow, the need for a more organized and coherent road signage system becomes even more critical. Proper planning, consistent maintenance, and public education campaigns on road safety are essential in ensuring that road transport signs fulfill their intended role of promoting safe and efficient traffic management in Bamenda (Chefor, 2021).

The global importance of road transport signs cannot be overstated, as they serve as key tools in ensuring road safety, regulating traffic, and improving the flow of transportation. In Africa, many cities face challenges in the implementation of effective signage systems, including issues of inconsistency, poor maintenance, and weak enforcement of traffic laws. Cameroon, particularly Bamenda, faces similar challenges, with the city’s rapid urbanization and informal transport systems complicating traffic management and the effectiveness of road signs. This study will assess the current state of road transport signs in Bamenda, identify the challenges hindering their effectiveness, and propose recommendations to improve the system, contributing to safer and more efficient road transportation in the city.

1.2 Problem Statement

Bamenda, the capital city of the North West Region of Cameroon, has undergone rapid urbanization and population growth in the 21st century. As the city expands and traffic volumes increase, the need for an effective and modernized road transport system becomes more critical. Road signs are an essential component of any transportation system, providing vital information to drivers, pedestrians, and other road users. They help regulate traffic flow, ensure road safety, and enhance the overall efficiency of the transport network. However, the road signage system in Bamenda currently faces several significant challenges that hinder its effectiveness.

Many areas of the city, particularly newly developed neighborhoods and informal settlements, lack proper road signs. In some cases, road signs that do exist are outdated, poorly maintained, or obscured by overgrown vegetation, rendering them difficult to see and understand. The lack of consistent and clear signage has contributed to traffic confusion, non-compliance with traffic rules, and an increased frequency of road accidents. Despite the growing traffic volume and the increasing complexity of the road network, there has been insufficient investment in upgrading and maintaining road signage to meet modern standards. There is also lack of public awareness and education regarding road signage and traffic rules. Many road users, especially informal drivers (such as motorcycle taxis, pedestrians, and even some vehicle owners.) are not sufficiently informed about the purpose and meaning of certain road signs. This lack of awareness contributes to traffic violations, accidents, and general disregard for road safety guidelines. Again, the current road signage system does not fully address the challenges posed by the rapid growth of the city’s infrastructure.

With the increasing number of vehicles on the roads, congestion, and the emergence of new transport modes (such as ride-hailing services and motorcycles), the existing system of road signs is no longer sufficient to regulate and manage traffic effectively. Road signs in Bamenda often fail to cater to the diverse needs of urban commuters, leading to confusion and delays in traffic flow. Moreover, the road signage system in Bamenda has not kept up with technological advancements that could improve traffic management and road safety. There is significant potential for incorporating smart technologies, such as digital road signs, GPS-based navigation systems, and real-time traffic monitoring, but these innovations have not been fully integrated into the city’s transport infrastructure. The combination of these factors outdated and inadequate signage, poor maintenance, lack of public education, and insufficient integration of new technologies has resulted in an ineffective road signage system in Bamenda. This has led to increased traffic accidents, congestion, and a general decline in road safety.

Therefore, there is an urgent need to assess the current state of road transport signs in Bamenda, identify the key challenges, and propose effective strategies for improvement. This study seeks to address these issues by evaluating the existing road signage system, identifying its limitations, and proposing solutions that can enhance the effectiveness of road transport signs in Bamenda. The findings of this research are expected to contribute to the development of a more efficient, safe, and modern road signage system that can support the city’s growing transportation needs in the 21st century.
