Globally, Safety refers to the condition of being protected from harm, hazards, or risks, ensuring that people, assets, and processes function without danger. In contrast, security is the protection of assets, information, and operations from intentional harm, theft, or disruption, achieved through preventive measures and strategic planning as noted by Smith et al., (2023). Safety and security in mitigating theft and damages is underscored by the financial and reputational costs associated with such incidents. According to the World Economic Forum (2022), global cargo theft alone accounts for billions of dollars in losses annually, with hotspots emerging in regions with weak infrastructure and governance. Similarly, the International Transport Forum (2023) highlights that security breaches, such as theft of goods during transit or warehouse operations, are a growing concern in supply chains worldwide, emphasizing the need for proactive measures. Companies have implemented innovative security strategies to mitigate theft and damages
The prevalence of theft and damages in developed economies has necessitated significant investment in safety and security measures. According to the International Transport Forum (2023), theft during transportation and warehousing accounts for substantial financial losses in developed nations, particularly in industries such as retail, technology, and logistics. Similarly, damages to goods, often resulting from poor handling or inadequate protection measures, contribute to both direct financial costs and reputational risks for companies as indicated by Taylor et al., (2023).
Furthermore, the implementation of effective security measures in developed economies is a necessity with strict regulatory compliance, and proactive employee engagement. Again, predictive analytics and artificial intelligence (AI) are increasingly used to assess risks, optimize security protocols, and mitigate potential threats before they materialize as researched by Miller & Zhang, (2023). Also, Compliance with stringent regulatory frameworks also underscores the importance of safety and security in developed regions. For instance, in the European Union (EU) and the United States, regulatory bodies require companies to adhere to safety standards such as ISO 28000 for supply chain security and OSHA regulations for workplace safety as highlighted by Johnson & Lee, (2023).
In the developing world, the increasing importance of safety and security in the corporate world cannot be overstated, particularly in the developing world, where the complexity of operational environments and the diversity of risks demand sophisticated approaches. Safety and security go beyond mere protective measures to encompass strategies, policies, and technologies designed to safeguard both human and material resources against various forms of harm. In essence, safety pertains to the reduction of risk associated with physical and environmental hazards, whereas security typically refers to the safeguarding of assets from theft, vandalism, or fraud as noted by Stewart et al., (2023).
Furthermore, both safety and security are subject to a wide array of external factors, including political instability, economic uncertainty, and underdeveloped infrastructure. These factors heighten the vulnerability of organizations, making it necessary for companies to implement robust security measures to protect against theft and damages. The role of safety and security within this environment extends beyond the immediate organizational benefits to encompass broader economic implications, particularly as businesses in these regions strive to strengthen their operational resilience and contribute to sustainable development.
Furthermore, regulatory frameworks in developing nations are often less stringent compared to those in developed economies, which can result in inconsistent enforcement of safety and security measures. However, governments and regional organizations are beginning to implement stricter policies and encourage public-private partnerships. For example, the African Continental Free Trade Area (AfCFTA) has emphasized the importance of harmonizing trade and security regulations to reduce theft and damages across borders according to the World Bank, (2023).
In Cameroon, the importance of safety and security within the corporate sector has become increasingly significant due to rising concerns over theft, damage, and operational risks. Companies operating in the country, whether in logistics, manufacturing, or retail, face a range of challenges that threaten their assets, employees, and reputation. Safety refers to the mitigation of unintentional hazards that could lead to accidents or injuries, while security addresses the protection of assets, information, and personnel against deliberate threats such as theft, fraud, and vandalism (Nguenang & Tchuente, 2023).
The role of safety and security in Cameroon cannot be understood without considering the socio-economic and infrastructural landscape. The country’s rapidly developing economy, combined with a growing industrial sector, faces numerous challenges, including inadequate security infrastructure, political instability, and poor road conditions. These challenges create vulnerabilities for businesses, as incidents of theft, damages to goods in transit, and workplace accidents are frequent as researched Nka et al., (2023). According to the International Finance Corporation (2023), companies in Cameroon lose billions of CFA francs annually due to theft, damages during transportation, and inadequate safety measures. This has led to a heightened focus on improving risk management strategies to safeguard both human and material resources.
In the contemporary business environment, safety and security are essential components of organizational success, particularly for health-related entities. The North West Regional Fund for Health Promotion (NWRFHP) in Bamenda, Cameroon, Safety and security within the organization play a pivotal role in ensuring that both human and material resources are protected from various risks, including theft, damage, and other vulnerabilities. Safety refers to the measures taken to prevent accidents or injuries, while security encompasses strategies to safeguard assets and personnel from deliberate threats like theft, vandalism, and fraud according to Zoundi & Yaoundé, (2023).
The NWRFHP, like many organizations operating in the developing world, faces significant challenges in maintaining a secure environment for its operations. Studies by Tchoumi & Mbarga, (2023), shows that, In Bamenda, a region that has experienced political instability and security concerns due to the ongoing socio-political crisis, ensuring the safety of personnel and assets has become even more critical These challenges are compounded by the organization’s wide range of activities, including the management of health resources, medical supplies, and the coordination of health programs. As such, safeguarding these resources from theft and damage is vital to the continued success of its mission to improve public health outcomes in the region.
1.2 Statement of the Research Problem
Ensuring safety and security is vital to organizational efficiency, yet institutions like the North West Regional Fund for Health Promotion (NWRFHP), PIG Bamenda continue to grapple with challenges related to theft and asset damage. Despite the presence of protective measures, recurring incidents of theft and property damage threaten operational effectiveness. These security issues compromise the safeguarding of medical supplies, financial resources, and infrastructure, ultimately undermining the institution’s capacity to deliver essential health services and maintain trust among stakeholders.
The vulnerability of stored resources remains a major concern, primarily due to insufficient surveillance, weak access control, and ineffective enforcement of security policies. Security personnel, alarm systems, and monitoring tools have not fully deterred unauthorized access or prevented asset mismanagement. This raises doubts about the adequacy of the current security framework, which appears unable to address both internal and external security threats effectively. The lack of strong policy enforcement further allows threats to exploit system loopholes.
Moreover, the financial and operational toll of these breaches is considerable. The institution incurs high costs to replace lost materials and repair damaged infrastructure, leading to service disruptions and diverting funds from critical health promotion programs. The continued existence of these risks, coupled with inadequate assessment mechanisms and poor staff training, limits the institution’s ability to implement effective protective strategies. Therefore, this study seeks to assess the current security measures at NWRFHP, examine the challenges involved in mitigating risks, and evaluate the overall impact of safety and security practices on protecting organizational resources.
