Abstract:
This research project, titled “Enhancing Rural Transformation through Local Government Administration,” focuses on exploring the role of local governments in promoting development in rural areas. The study aimed to achieve two objectives: firstly, to identify the contributions of local government administrations towards the transformation of the Mamfe locality; and secondly, to examine the challenges faced by local government administrations in fostering development in the Mamfe locality. The research also sought to answer two key questions: 1) What is the role of local government administrations in driving the transformation of the Mamfe locality? 2) What are the challenges confronting local government administration in fostering development in the Mamfe locality? The primary issue addressed in this research is the assessment of the developmental needs of communities and the extent to which they have been met. Data for the study was collected through the use of questionnaires. The findings from the field analysis indicated that the Mamfe Local Government has made significant contributions to the development of the area. In conclusion, recommendations were provided, one of which emphasized the necessity of increasing the allocation of resources to local governments to enable them to fulfill their responsibilities effectively.
CHAPTER ONE
1.1 Background to the Study
Local government is regarded as a semi-autonomous entity established under the constitution or general laws of a state to perform specific functions within a designated geographical area. According to Agbakoba (2004:14), local government is an administrative and political unit empowered by law to govern a specific locality, with its philosophy based on the concept of grassroots participation in governance.
The Mamfe municipality is situated in the Manyu division of the Southwest Province of Cameroon, in the northern part of the Southwest region. It is approximately 74 km away from the Cameroon-Nigeria border. The council shares boundaries with Akwaya council to the north, Eyumojock council to the east and south, and Tinto council to the west. The Mamfe Municipal Council corresponds to Mamfe subdivision, and Mamfe town serves as the headquarters of the Manyu Division in the South West region of Cameroon.
The Mamfe rural council traces its origins back to 1917 when it was established as the Mamfe Native Authority, encompassing the present-day Nguti, Fontem, Widikum, Akwaya, Eyumojock, Tinto, and Mamfe Central councils. In 1978, with the creation of Eyumojock, it became the Mamfe rural council. Subsequently, Tinto was carved out in 1995, leaving Mamfe Central as a separate entity. Prior to 1995, municipal administrators were appointed by the government, while the first elected Mayor (Ayuk Emmanuel Ako) assumed office in 1995 (1995-2002).
The Mamfe Rural Council area comprises 11 autonomous villages organized into four clans. Mamfe town, the administrative headquarters of the Manyu Division, has expanded from Small Mamfe, the main village, to parts of Bessongabang and Egbekaw Villages. The population of the area is estimated to be 34,225 inhabitants, covering a land area of 744 square kilometers and resulting in a population density of 46 persons per square kilometer. The indigenous population of the Mamfe Council area consists of the Bayangs. Although the Mamfe council area is home to a mixture of several Cameroonian tribes, the dominant tribes include the Anyangs, Keyangs, and tribes from the North West region (Bali, Banso, Widikum). Many of these people migrated to the area to engage in farming due to the fertile soil, and they significantly contribute to the agricultural output of several villages. Additionally, there is extensive intermarriage and interaction among these tribes in various social and economic activities.
