In the era of globalization, ports serve as critical nodes that facilitate international trade by enabling the efficient movement of goods across borders. The performance and efficiency of ports directly influence a country’s economic growth, trade competitiveness, and regional development. As the primary maritime gateway in Cameroon, the Douala Seaport plays a vital role in the economic activities of Central Africa, serving as a hub for both imports and exports.
Over recent decades, the exponential growth in trade volumes and the increasing complexity of customs procedures have underscored the need for modern technological solutions to enhance port operations (World Bank, 2020). Communication technology (CT), encompassing tools and systems that support real-time information exchange among stakeholders such as customs officials, port operators, shipping lines, freight forwarders, and traders has emerged as a transformative force in port management worldwide (Kumar & Reddy, 2019).
The integration of CT enhances operational efficiency, transparency, and security within port environments. Key technological indicators include:
Electronic Data Interchange (EDI): Facilitates standardized electronic transmission of customs declarations, manifests, and trade documents. EDI reduces manual data entry, minimizes errors, and accelerates clearance processes (UNCTAD, 2014). Empirical studies show that EDI implementation can cut cargo clearance times by up to 50%, leading to significant cost savings and increased throughput (World Customs Organization, 2019).
Automated Customs Management Systems: These systems automate core customs procedures such as declaration processing, risk assessment, and clearance approvals. They enable faster decision-making, improve compliance, and reduce bureaucratic delays (World Customs Organization, 2019). Research indicates that automation contributes to higher port throughput and reduced corruption risks.
Mobile Communication Platforms: These include mobile applications and communication channels that enable instant data sharing, alerts, and coordination among stakeholders in real-time (Kumar & Reddy, 2019). Mobile platforms are especially valuable in dynamic port environments, enhancing responsiveness and operational flexibility.
Globally, the adoption of these technologies has been linked to significant improvements. Countries that have successfully integrated electronic customs procedures report reductions in cargo clearance times, increased transparency, and operational cost efficiencies (World Customs Organization, 2019). The WTO (2017) emphasizes that digital trade facilitation, driven by effective communication technology, is fundamental to reducing trade costs and unlocking economic potential.
In the context of Douala Seaport, recent initiatives aim to digitize customs procedures through the deployment of EDI systems, automated risk management, and mobile communication tools. Despite these advancements, challenges such as inadequate infrastructure, limited technical capacity, and resistance to change persist, hampering optimal utilization and operational performance (Cameroon Customs, 2020).
Several studies have explored the influence of communication technology on port efficiency and customs operations globally. For instance, Akyuz et al. (2021) demonstrated that ports adopting integrated ICT systems experienced higher throughput and faster clearance times. Their research highlighted that the success of technological adoption depends on stakeholder engagement, organizational readiness, and effective change management strategies. Ng and Lee (2019) emphasized the digital divide present in many developing countries, including African nations. They argued that infrastructural constraints, lack of skilled personnel, and limited institutional capacity hinder the effective deployment of digital systems. Their findings suggest that without comprehensive capacity building and supportive policies, investments in technology alone may not yield the desired efficiency gains. (Kautish et al. 2022) examined resistance to technological change among port staff in South Asia and Africa, noting that employee reluctance, often driven by fear of job losses or unfamiliarity with new systems, can impede successful implementation. They underscored the importance of stakeholder involvement, training, and organizational change management to ensure smooth technology adoption.
In Africa, Osei-Tutu et al. (2020) found that many ports have invested significantly in digital infrastructure; however, the impact on operational efficiency remains inconsistent unless complemented by policy reforms, staff training, and organizational restructuring. Their research advocates for a holistic approach that integrates technological upgrades with capacity development and policy support. Further, the World Bank (2020) and other international organizations have called for regional cooperation, infrastructure investment, and technical training programs to maximize the benefits of port digitization. These initiatives are essential for ensuring that technological advancements translate into measurable improvements in port performance.
1.2 Statement of the Problem
Although Douala Seaport has made significant strides toward digitalization over recent years, persistent operational inefficiencies continue to hinder optimal performance. According to the Cameroon Customs report (2020), the average cargo clearance time at Douala Seaport remains around seven days, which is substantially higher than the regional benchmark of approximately four days. These prolonged clearance times result in increased costs for traders and shipping companies, including storage fees, demurrage charges, and administrative expenses. Moreover, these delays diminish the port’s competitiveness in attracting shipping lines and international trade partners, thereby limiting regional economic growth and integration.
The inefficiencies are compounded by a variety of factors that impede the full realization of digital benefits. Stakeholders including customs officials, port operators, freight forwarders, and traders have repeatedly highlighted that the limited use and poor integration of communication technology such as Electronic Data Interchange (EDI), automated customs management systems, and mobile communication platforms are key barriers to operational efficiency. A recent survey conducted by the Cameroon Port Authority (CPA, 2022) revealed that 45% of customs officers and port operators perceive inadequate utilization of these digital tools as a major obstacle to faster clearance processes and overall port productivity.
Further complicating the situation are infrastructural challenges, such as unreliable internet connectivity, outdated hardware, and insufficient technological infrastructure, which hinder effective communication and data sharing among stakeholders. Additionally, the lack of comprehensive staff training on new systems results in underutilization or improper use of available technologies, reducing their potential benefits. Resistance to change within the organization, driven by fears of job displacement or unfamiliarity with digital systems, further hampers successful implementation.
Despite ongoing efforts to digitize port operations, the core issue remains: Can the adoption and effective use of communication technology specifically EDI, automated customs management systems, and mobile communication platforms substantially improve customs efficiency at Douala Seaport? This question is crucial because addressing it could lead to significant reductions in clearance times, lower operational costs, and enhanced port competitiveness. Improving these processes is also vital for fostering regional trade growth, attracting more shipping lines, and integrating Cameroon more fully into the global supply chain.
Understanding the extent to which technological adoption influences efficiency will help identify the specific barriers to implementation and provide insights into necessary organizational, infrastructural, and policy reforms. Without such understanding, efforts to modernize port operations may fall short, perpetuating inefficiencies and limiting the port’s potential to serve as a regional trade hub.
1.3 Research Questions

The main research question for this study is: How does the utilization of communication technology influence customs efficiency at Douala Seaport?
1.3.2 Specific Research Questions
The specific research questions include the following:
- To what extent has Electronic Data Interchange (EDI) been adopted and integrated into customs procedures at Douala Seaport?
- How frequently and effectively are automated customs management systems used by customs officers and port operators?
- What is the level of adoption of mobile communication platforms in facilitating communication among customs stakeholders?
