CHAPTER ONE

GENERAL INTRODUCTION

The global economy is heavily reliant on maritime shipping. As the backbone of international trade, maritime transport facilitates the movement of vast quantities of goods across continents, connecting markets and enabling global supply chains. This vital sector is constantly evolving, facing pressures to enhance efficiency, reduce costs. Intermodal transportation, which involves the seamless movement of freight using multiple modes (such as air, rail, and road), it is a strategic necessity for optimizing the entire logistics chain. By integrating different modes effectively, intermodal transport can overcome many of the limitations of relying solely on single modes. Its potential to improve efficiency and reduce costs makes it a cornerstone of modern logistics.  The effective integration of maritime operations with other modes of transport becomes increasingly critical, and vital to maintaining competitiveness in the industry.

BACKGROUND TO THE STUDY

 The maritime industry is the backbone of global trade, facilitating the movement of over 80% of the world’s merchandise by volume (UNCTAD, 2022). This reliance on shipping underscores its critical role in economic growth, supply chain integrity, and international development. The industry is characterized by large-scale operations, long-haul routes, and a diverse range of cargo types, from bulk commodities to containerized goods. However, the maritime sector faces a complex interplay of challenges. These include increasing fuel costs, growing environmental concerns, port congestion, and the ever-present demand for faster and more reliable delivery times (Notteboom & Rodrigue, 2008).

The traditional model of maritime transport, characterized by a linear ship-port-ship flow, is increasingly inadequate to address these challenges. Ships themselves, while becoming more efficient, often face lengthy delays at ports, bottlenecks in inland distribution, and inefficiencies in the transfer of cargo between modes. Moreover, shippers are demanding increasingly sophisticated logistical solutions, including real-time tracking, just-in-time delivery, and seamless movement of goods across different transport networks. This need for optimization has propelled the recognition of intermodal transportation as a crucial element in modern maritime operations.

The Industrial Revolution marked a turning point in maritime history with the advent of steam power, replacing sail-powered vessels (Stopford, 2009). This transition led to faster transit times, increased cargo capacity, and a greater degree of independence from wind conditions. The 20th century witnessed further specialization in vessel types. We saw the rise of tankers, bulk carriers, and later, container ships. The advent of containerization in the mid-20th century, arguably one of the most transformative changes in maritime logistics (Levinson, 2006), revolutionized cargo handling by standardizing unit loads. This enabled faster loading and unloading operations, reduced handling costs, and facilitated the easy transfer of goods between ships and other modes of transportation.

However, even with these advancements, maritime shipping was not without its challenges. Port congestion, limited inland connections, and the inefficiencies of transferring cargo from ships to inland modes slowed down the overall supply chain. While ships were becoming increasingly efficient, the overall journey times and costs were still often hampered by land-based bottlenecks. The traditional approach of a linear ship-port-ship model often created inefficiencies, particularly for goods destined for inland locations. This led to the recognition of the need to integrate land transportation more seamlessly into maritime logistics, which laid the groundwork for the rise of intermodal transport.

Intermodal transportation, defined as the seamless movement of goods using multiple modes of transport (such as ships, trains, and trucks) under a single contract (UN ECE, 2001), is rapidly evolving as a transformative solution within maritime logistics. It transcends the traditional limitations of solely relying on individual modes of transport by providing a cohesive, interconnected system. Key characteristics of intermodal transport include:  Standardized Cargo Units, The utilization of standardized containers, swap bodies, and other units allows for efficient transfer between different modes without requiring individual handling of the cargo itself.  Single Contract, Typically, the shipper enters into a single contract with an intermodal operator, which assumes responsibility for the entire journey, eliminating the need to coordinate with multiple carriers. Reduced Handling, By minimizing the need to physically handle cargo during transfers, intermodal transport reduces the risk of damage and loss and improves overall efficiency. Cost Effectiveness, By optimizing modal usage (e.g., using rail for longer inland distances and trucks for last-mile delivery), intermodal transport can often achieve cost savings.

The concept of intermodal transport is not entirely new, with rudimentary forms of combined transport existing for centuries. However, it was the advent of containerization that truly spurred the development of modern intermodal systems (Hayuth, 1987). The ability to transfer standard units between modes without unpacking and repacking the cargo was revolutionary.

Initially, the integration of maritime and inland transport was largely ad hoc, with limited infrastructure for seamless transfer of goods. Early intermodal operations often faced challenges, including the need for multiple handling operations, poor coordination between different carriers, and a lack of standardized documentation.

The increasing complexity of global trade, driven by globalization and technological advancements, has necessitated the integration of various transportation modes such as rail, road, air, and maritime to enhance efficiency and competitiveness. Among these modes, maritime shipping remains a cornerstone of international trade, accounting for approximately 80% of global trade by volume. However, the effectiveness of maritime shipping is significantly influenced by the intermodal networks that connect ports to inland destinations. The evolution of intermodal transportation has transformed maritime shipping by enabling faster transit times, reducing costs, and improving service reliability. As shipping companies seek to optimize their operations, the integration of intermodal solutions has emerged as a strategic imperative.

The Industrial Revolution in the 18th and 19th centuries marked a significant turning point in the evolution of intermodal transportation. The advent of steam-powered ships and locomotives revolutionized freight transport, enabling faster and more reliable movement of goods over long distances. Railroads emerged as a dominant mode of transport, linking inland areas with coastal ports. This development necessitated the integration of rail and maritime transport, leading to the establishment of intermodal terminals where goods could be transferred between trains and ships. The introduction of containerization in the mid-20th century was perhaps the most transformative event in intermodal transportation. The standardization of shipping containers allowed for efficient loading and unloading of cargo across different transport modes. The first container ship, the Ideal X, made its maiden voyage in 1956, paving the way for a new era in global shipping. Containerization not only reduced handling costs but also minimized transit times, leading to increased global trade. The late 20th century saw the rise of globalization, which significantly impacted intermodal transportation. As economies became more interconnected, the demand for efficient logistics solutions grew. Shipping companies began to adopt intermodal strategies to optimize their operations and meet customer demands for faster delivery times. As intermodal transportation evolved, so did the regulatory frameworks governing its operation. Governments recognized the importance of efficient logistics systems for economic growth and competitiveness. In many countries, policies were implemented to promote intermodal transport by investing in infrastructure and streamlining customs procedures.

The evolution of intermodal transport and sea transport in Douala, reflects the broader trends in global trade, economic development, and infrastructure advancements. As the country’s primary port city and economic hub, Douala has undergone significant transformations in its transport systems accommodate increasing trade volumes and enhance logistical efficiency.

 The evolution of intermodal transportation and its associated impacts on maritime shipping and competitiveness has been shaped by a myriad of global and regional factors. As trade has expanded, there has been a continual increase in the demand for shipping services. The presence of intermodal transport systems like roads, railways have greatly enhance the efficiency and effectiveness of maritime operations. The hinterland ports are the areas found in the hinterlands which are serviced by the seaport. This is achieved with help of other modes of transportation. The landlocked countries for example Chad is serviced by the Doula seaport.

The port of Douala, is a maritime gateway of the Atlantic coast of Cameroon and of the center of the continent, is known to be one of the busiest ports in Central Africa has experienced several changes and activities since the 15th century which makes it today a reference point, Midway between North and South Africa. The port of Douala is organized in a modernity Mordent terminal order to guarantee a great fluidity of traffic, this port receives vessels 24/24 and constitutes a real logistics platform where about 2/3 of the trade of the hinterland and many other countries transit. The number of Dockers at the port of Douala is estimated at about 2000 which are managed and controlled by joined -ventures established by main port operators in the region. In terms of ports operations and handling port the 2004 connection of container terminal to a private company by Cameroon operators is see as strategy to equip ports with Modern handling equipment’s specially in container terminal to promote secure and effective stevedoring operations in the Gulf region. The Port Autonomy  of Douala has the ambition to continue to play a leading role in the flows of trade in Central Africa.

 Statement of the problem:

Despite the critical role of intermodal transportation in enhancing maritime operatoins, there are several challenges that hinder its effectiveness.. The Douala seaports, is faced with many problems that can be solve my intermodal transport. These include congestion at port and inefficiencies that can lead to delays and increased costs for shipping companies, long transit time, high transport cost, limited port capacity, long cargo duel time. Furthermore, the lack of standardized processes and technology across different modes of transportation often results in fragmented logistics operations, and maritime transport operations as well.

As global trade continues to grow, it is essential to understand how intermodal transportation can address these challenges and enhance the competitiveness of maritime operations in maritime companies in Douala.  This study aims to investigate the roles of intermodal transportation on maritime shipping efficiency, cost-effectiveness, and overall competitiveness in the global market in Douala seaport.
