Abstract

This study examines the impact of taxation on the growth of enterprises in Buea and Douala, Cameroon. Taxation is a critical aspect of business operations, influencing profitability, investment decisions, and overall business growth. This research investigates how tax policies, compliance requirements, and tax rates affect the growth prospects of enterprises in these two major cities. Data were collected through surveys and interviews with business owners and tax officials. The findings indicate that while taxation is essential for generating government revenue, excessive tax burdens and complex tax regulations can hinder business expansion. Recommendations for more balanced tax policies that support enterprise growth while ensuring adequate public revenue are provided.

Background to Study

Taxation plays a vital role in the economic development of any country. It serves as a primary source of revenue for the government, which is used to fund public services and infrastructure projects. However, the way tax policies are designed and implemented can significantly affect the business environment and the growth of enterprises (Bird & Zolt, 2005). In Cameroon, particularly in the cities of Buea and Douala, the relationship between taxation and business growth is a topic of considerable importance.

Buea and Douala represent two of the most economically vibrant cities in Cameroon. Douala, being the largest city and the economic capital, hosts a substantial number of large enterprises and multinational companies. Buea, on the other hand, is known for its entrepreneurial spirit, with a high concentration of small and medium-sized enterprises (SMEs). The tax environment in these cities can significantly influence business operations and growth prospects (World Bank, 2020).

The impact of taxation on business growth involves various dimensions, including tax rates, tax compliance costs, and the complexity of the tax system. High tax rates can reduce the profitability of businesses, discourage investment, and limit the funds available for expansion. Moreover, complex tax regulations and high compliance costs can create significant administrative burdens for businesses, particularly SMEs, which may lack the resources to navigate these challenges effectively (IMF, 2011).

Research has shown that a well-designed tax system can support business growth by providing clarity, predictability, and fairness. Conversely, an overly burdensome tax system can stifle entrepreneurship, reduce competitiveness, and hinder economic development (OECD, 2015). In Cameroon, the tax system has undergone various reforms aimed at improving efficiency and increasing revenue collection. However, the effectiveness of these reforms in fostering a conducive business environment remains a subject of debate.

In Buea and Douala, businesses face unique challenges related to taxation. For instance, SMEs in Buea often struggle with limited access to tax advisory services and face difficulties in understanding and complying with tax regulations. In Douala, larger enterprises may contend with issues related to tax audits and disputes, which can be both time-consuming and costly (GIZ, 2013). Understanding these challenges is crucial for developing tax policies that promote business growth while ensuring fiscal sustainability.

This study aims to explore the specific impacts of taxation on the growth of enterprises in Buea and Douala. By examining the experiences and perspectives of business owners and tax officials, the research seeks to identify the key factors that influence the relationship between taxation and business growth. The findings will contribute to the ongoing dialogue on tax policy reform and economic development in Cameroon.

Statement of the Problem

The growth of enterprises in Buea and Douala is significantly influenced by the prevailing tax environment. Despite the essential role of taxation in generating government revenue and funding public services, the current tax system presents several challenges that impede business expansion and economic development. High tax rates, complex tax regulations, and burdensome compliance requirements are major issues that need to be addressed to create a more conducive environment for business growth.

One critical problem is the high tax burden on enterprises. Businesses in Buea and Douala often face multiple taxes, including corporate income tax, value-added tax (VAT), and various local levies. These taxes can significantly reduce the profitability of businesses, limiting their capacity to reinvest and expand operations. For SMEs, which operate on thinner margins, the high tax burden can be particularly detrimental, stifling innovation and growth (Aghion, Akcigit, & Peters, 2016).

Another significant issue is the complexity of the tax system. The tax regulations in Cameroon are often perceived as overly complex and difficult to navigate, especially for smaller enterprises that lack dedicated tax professionals. This complexity increases the cost of compliance, as businesses must spend considerable time and resources on tax-related activities. The administrative burden associated with tax compliance can divert resources away from productive activities, further hindering business growth (Djankov, McLiesh, & Ramalho, 2006).

Moreover, the enforcement of tax regulations and the conduct of tax audits can create uncertainty and risks for businesses. Inconsistent enforcement practices and the potential for arbitrary tax assessments can undermine business confidence and deter investment. Businesses may also face challenges related to tax disputes and litigation, which can be both costly and time-consuming, diverting attention from core business activities (Besley & Persson, 2014).

The lack of adequate tax advisory services and financial literacy among business owners in Buea and Douala exacerbates these challenges. Many entrepreneurs struggle to understand their tax obligations and optimize their tax strategies. This knowledge gap can lead to unintentional non-compliance and missed opportunities for tax planning, further impacting business growth (OECD, 2015).

Additionally, the current tax policies may not fully account for the specific needs and circumstances of different types of businesses. For instance, SMEs and large enterprises face distinct challenges and opportunities. A one-size-fits-all approach to taxation may not be effective in addressing these diverse needs, leading to suboptimal outcomes for different segments of the business community (Bird & Zolt, 2005).

Finally, the broader economic and regulatory environment in Cameroon, including issues related to infrastructure, governance, and market access, also interacts with the tax system to influence business growth. Addressing the challenges related to taxation requires a holistic approach that considers these broader factors and aims to create a more supportive ecosystem for business development (World Bank, 2020).

Research Questions

Hypotheses

Null Hypothesis (H0):

  6. Existing tax policies are adequate for supporting the growth of enterprises in Buea and Douala.

Alternative Hypothesis (H1):

  1. Current tax rates significantly affect the profitability and growth of enterprises in Buea and Douala.
  2. Businesses face significant challenges in complying with tax regulations in these cities.
  3. The complexity of the tax system significantly impacts the administrative burden on businesses.
  4. Tax advisory services and financial literacy play a significant role in helping businesses navigate the tax environment.
