Abstract
This study examines the policy of local integration as implemented by the Cameroon government and the United Nations High Commissioner for Refugees (UNHCR) for refugees residing in Cameroon. Local integration is one of the durable solutions aimed at addressing refugee situations globally, allowing refugees to remain in their host countries and become part of the local society. In Cameroon, a country that hosts refugees from neighboring countries such as the Central African Republic (CAR), Nigeria, and Chad, local integration is a critical approach to managing the long-term presence of refugees.
The research explores how the Cameroonian government and UNHCR have worked together to facilitate the local integration of refugees. It assesses the policies, programs, and frameworks in place that support this process, including legal provisions, access to education, healthcare, and employment opportunities for refugees. Additionally, it evaluates the challenges and successes of these efforts, considering the perspectives of refugees, government officials, and humanitarian workers.
Findings indicate that while the Cameroonian government and UNHCR have made notable efforts to support local integration, several obstacles remain. Legal barriers, such as limited access to citizenship and the lack of legal frameworks ensuring refugee rights, hinder full integration. Economic challenges, including high unemployment rates and limited resources, also complicate refugees’ ability to become self-reliant. Despite these challenges, some progress has been made in providing refugees with access to education and healthcare, which are crucial for successful integration.
The study highlights the need for greater collaboration between the Cameroonian government, UNHCR, and other stakeholders to enhance the local integration process. More robust legal frameworks are required to ensure that refugees can fully exercise their rights and participate in society. Additionally, increased investment in economic and social programs that support both refugees and host communities can foster a more inclusive environment.
In conclusion, while local integration remains a viable solution for refugees in Cameroon, it requires comprehensive policy improvements, stronger partnerships, and greater investment to overcome the existing challenges and ensure successful integration.
