Abstract

The role of non-governmental organizations (NGOs) in the protection of human rights in Cameroon is pivotal given the country’s complex socio-political landscape. This doctrinal and qualitative study explores how NGOs contribute to human rights protection, analyzing their impact, challenges, and effectiveness within the Cameroonian context. The research employs a qualitative approach, focusing on a doctrinal review of relevant legal frameworks, institutional reports, and in-depth interviews with key stakeholders including NGO representatives, human rights activists, and legal experts.

The study reveals that NGOs play a crucial role in addressing human rights violations in Cameroon by filling gaps left by government institutions. Their activities include advocacy, monitoring, legal assistance, and public awareness campaigns. NGOs operate within a framework that includes international human rights treaties, national laws, and institutional policies. Notably, organizations such as the Cameroon Human Rights Commission (CHRC) and various grassroots NGOs work to document abuses, provide support to victims, and advocate for legal reforms.

However, the effectiveness of NGOs in human rights protection is influenced by several challenges. First, there are legal and political constraints that affect the operational environment for NGOs. Restrictions on freedom of association and expression can hinder the ability of NGOs to operate freely and advocate for human rights. The study also highlights the issue of limited resources and funding, which constrains the capacity of NGOs to undertake comprehensive and sustained interventions.

Additionally, the qualitative analysis underscores the role of NGOs in providing legal aid and support services to victims of human rights abuses. NGOs offer critical support in legal proceedings, help raise awareness about human rights issues, and advocate for policy changes. Their work often involves collaborating with international human rights bodies and leveraging global support to pressure local authorities for reforms.

The research also identifies the successes of NGOs in influencing policy changes and raising public awareness about human rights. Through strategic advocacy and partnerships, NGOs have contributed to the development of human rights legislation and increased visibility of human rights issues in the public discourse.

In conclusion, NGOs are instrumental in the protection of human rights in Cameroon, providing essential services and advocacy that complement the efforts of government institutions. Despite facing challenges such as legal restrictions and resource limitations, NGOs continue to play a significant role in addressing human rights violations and advocating for reforms. The study recommends strengthening the legal and institutional support for NGOs, enhancing their access to resources, and fostering greater collaboration between NGOs, government authorities, and international human rights bodies to improve the overall human rights landscape in Cameroon.
