In the modern global economy, supply chain management (SCM) plays a pivotal role in ensuring the smooth flow of goods and services from producers to end consumers. The efficiency of a supply chain is largely influenced by the regulatory frameworks and procedures governing the movement of goods across international borders. Customs administration in the supply chain refers to the governmental body responsible for overseeing the crucial component of trade regulations; significantly impact the speed, cost, and overall effectiveness of supply chains across borders. The customs officials play a crucial role in enforcing trade regulation, collection of revenue and taxes, and ensuring compliance with international trade agreements to facilitate the smooth flow of goods through the supply chain. (Nkemgha et al..2019)
The significances of customs procedures in facilitating the cross-border trade cannot be overstated, as countries engage in global economic integration through preferential trade agreement, the role play by Custom administrators become increasing crucial. This study aims to explore the key responsibilities and function of customs procedures in promoting and regulating the efficiency of a supply chain efficiency. By understanding their role, we can comprehend the impact they have in trade facilitation, revenue collection, and the overall economic development of the nations (Nkemgha et al.,2019) .
Global trade has witnessed exponential growth in recent decades, driven by advancements in technology, increased consumer demand, and the rise of e-commerce. This growth has heightened the importance of efficient customs processes in reducing delays, cutting costs, and enhancing supply chain agility. The World Trade Organization (WTO) and other international organizations have emphasized the need for streamlined customs procedures through initiatives such as the Trade Facilitation Agreement (TFA). These efforts aim to simplify and harmonize customs operations to support the seamless flow of goods. (WTO, 2013).
Before the colonial period that’s early Concepts (Pre-20th Century): The concept of supply chain management dates back to early trade practices, where goods were exchanged through barter systems, and simple logistics were used to move products between producers and consumers (Chopra & Meindl, 2019). During the ancient civilizations trade activities were largely regulated by local customs practices and indigenous authorities. There was limited formalized customs procedures in the supply chain management, and in regions of Cameroon (Nkemgha et al., 2019). In the 18th -19th century Industrial Revolution, the Industrial Revolution led to mass production and centralized manufacturing systems increasing the complexity of supply chain. This period necessitated more advanced customs procedures to manage lager volume of goods efficiently. As industries grew, customs authorities in regions of Cameroon began playing more significant role in ensuring trade efficiency (smith, 2020).
1970s-1980s: the globalization of trade led to more integrated supply chain approaches. The advent of computer technology and Enterprise Resource Planning (ERP) systems enabled real-time data management and more efficient coordination across supply chain functions (Christopher, 2016). Cameroon customs adapted to these changes by engaging in international trade agreements such as the Economic Community of Central Africa States (ECCAS) and the Central Africa Economic and Monetary community (CEMAC) to harmonize procedures and promote regional economic cooperation (Nkemgha et al., 2019). 1990s-Present: The term “Supply Chain Management” became widely used in the 1990s, with companies focusing on both the upstream (supplier-related) and downstream (customer-related) aspects of supply chains. Advances in information technology, such as the rise of the Internet, RFID (Radio Frequency Identification), and cloud computing, further streamlined supply chain operations (Rushton et al., 2022). Cameroon’s customs administrators have continued to modernize, leveraging digital tools and aligning with global standards to enhance trade efficiency and economic growth (World Bank, 2021).
Despite these advancements, many countries, particularly developing nations, face challenges in modernizing their customs processes. Factors such as corruption, lack of infrastructure, inadequate training, and outdated systems can hinder the efficiency of customs operations. As a result, businesses may experience delays, increased costs, and reduced competitiveness in global markets (OECD, 2021).
This study seeks to examine the roles of customs procedures in enhancing or impeding the efficiency of supply chain management. By analyzing the interplay between customs operations and supply chain performance, the study aims to identify best practices, challenges, and opportunities for improvement.
1.2 Statement of the Problem
Efficiency in supply chain management is critical for businesses to remain competitive in the global marketplace. However, customs procedures, which are essential for regulating international trade, often pose significant challenges to supply chain efficiency. Issues such as lengthy clearance processes, inconsistent application of regulations, and high compliance costs can lead to delays, increased operational expenses, and reduced customer satisfaction. The problem is further exacerbated in regions with underdeveloped customs infrastructure or insufficient integration of technology. While efforts have been made to streamline customs operations through digitalization and international cooperation, many businesses still struggle to navigate complex and time-consuming customs processes. This study investigates how customs procedures impact supply chain efficiency and explores strategies to mitigate these challenges.
