CHAPTER ONE GENERAL INTREDUCTION

Urban sprawl and road infrastructure represent two intricately connected elements of urban planning and development. Urban sprawl, characterized by the uncontrolled expansion of cities into surrounding rural areas,this poses significant challenges and opportunities for road infrastructure development globally. The phenomenon has been extensively documented in developed nations like the United States,Britain and France, where sprawling suburbs have transformed urban landscapes, necessitating expansive road networks to accommodate increased vehicular traffic and connectivity demands (Ewing et al., 2002). This trend reflects a broader global movement where urban growth exceeds the capacity of core cities, leading to peripheral development. Urban sprawl often intensifies the strain on transportation systems, with sprawling areas experiencing longer commutes, traffic congestion, and higher infrastructure costs (Angel et al., 2011).

In developing regions, urban sprawl assumes unique characteristics driven by rapid population growth, informal settlements, and limited urban planning. Africa, in particular, has witnessed accelerated urbanization, with cities expanding beyond their planned boundaries to accommodate growing populations (UN-Habitat, 2020). This uncontrolled growth often results in inadequate infrastructure and strained road systems, leaving urban dwellers with limited mobility and increased transportation costs. Road infrastructure in sprawling cities, therefore, plays a crucial role in shaping urban connectivity, economic activity, and social inclusion. However, poorly planned road networks exacerbate challenges, including traffic congestion, pollution, and unequal access to essential services (World Bank, 2015).

Cameroon, as part of this global trend, exhibits the complexities of urban sprawl and its implications for infrastructure development. The country’s urban centers, such as Douala and Yaoundé, have expanded significantly, spilling over into surrounding rural areas. The phenomenon has transformed land use patterns, housing, and infrastructure needs, creating both opportunities and challenges for urban planners (Ngoran et al., 2016). In particular, the city of Bamenda in the Northwest Region has experienced considerable sprawl, attributed to population pressures, land use changes, and socio-economic factors. This expansion necessitates significant investment in road infrastructure to support mobility and connectivity within and beyond urban boundaries (Tita et al., 2012).

The Bamenda III subdivision serves as a critical case study in understanding the intersection of urban sprawl and road infrastructure. Located within the broader Bamenda metropolis, this subdivision has seen a rapid transformation from a predominantly rural area to a sprawling peri-urban zone.  Factors  driving this growth include rural-to-urban migration, affordable housing, and land availability. However, the expansion has outpaced the development of road infrastructure, leading to accessibility challenges, increased travel times, and reduced quality of life for residents (Fombe and  Awasum, 2018). The inadequacy of road networks, coupled with poor maintenance, further compounds mobility issues, particularly during the rainy season when unpaved roads become impassable.

The impact of urban sprawl on road infrastructure in Bamenda III extends beyond transportation, influencing socio-economic activities and environmental sustainability. Inadequate roads hinder access to markets, schools, and healthcare facilities, limiting economic opportunities and exacerbating social inequalities. Moreover, the unregulated nature of sprawl contributes to land degradation and deforestation, impacting environmental health and resilience (Neba, 2017). Addressing these challenges requires a coordinated approach that integrates urban planning, infrastructure investment, and community engagement.

Effective urban planning and infrastructure development have demonstrated the potential to mitigate the adverse effects of urban sprawl. Cities that prioritize sustainable transportation systems, such as public transit and non-motorized transport options, have successfully reduced traffic congestion and enhanced mobility (Newman and Kenworthy, 2015). Lessons from these cities can inform strategies for Bamenda III, emphasizing the importance of inclusive planning that considers the unique socio-economic and geographical context of the region.

In the Cameroonian context, the government’s commitment to infrastructure development, as outlined in its Vision 2035 plan, provides a framework for addressing road infrastructure challenges. However, achieving these goals requires addressing systemic issues, such as limited funding, weak governance, and inadequate urban planning capacity (Njoh, 2003). Collaborative efforts between local governments, international donors, and community stakeholders are essential to ensure sustainable infrastructure development that aligns with the needs of rapidly expanding urban areas like Bamenda III.

This study seeks to explore the intricate relationship between urban sprawl and road infrastructure in the Bamenda III subdivision, analyzing how the phenomenon shapes mobility,economic activity, and urban development. By examining this relationship, the study aims to provide insights and recommendations for addressing the challenges posed by urban sprawl, ensuring sustainable and inclusive infrastructure development in Bamenda III and similar contexts.

1.1. Statement of the Problem

Urban sprawl has emerged as a significant challenge in rapidly urbanizing regions worldwide, often outpacing the development of critical infrastructure such as housing unit ,hospital,water and  electricity.  In  the context  of Bamenda  III  subdivision,  this  phenomenon has  led to uncoordinated expansion characterized by haphazard settlements, inadequate planning, and insufficient road infrastructure to support growing urban populations. The strain on existing road networks has resulted in challenges such as increased travel times, poor accessibility, and reduced quality of life for residents. Despite these pressing issues, research exploring the nexus between urban sprawl and road infrastructure development in Bamenda III remains limited, leaving policymakers and urban planners with insufficient data to address the problem effectively.

The road infrastructure in Bamenda III subdivision is grossly inadequate and poorly maintained, exacerbating transportation difficulties. Unpaved roads dominate, rendering them impassable during the rainy season and isolating certain areas from essential services such as healthcare, education, and markets. The lack of integrated urban planning has further compounded these issues, with settlements sprawling into peri-urban and rural zones without corresponding road network expansion. This has implications not only for mobility but also for socio-economic activities and environmental sustainability. While global urbanization studies provide insights, the unique socio-economic and topographical challenges in Bamenda III necessitate localized investigations into the impacts of urban sprawl on road infrastructure.

The pressing need to address these issues is underscored by the Cameroonian government’s Vision 2035, which highlights infrastructure development as a cornerstone for economic growth and social inclusion. However, without targeted research into the specific challenges faced by Bamenda III, achieving these objectives remains elusive. This study seeks to fill the existing knowledge gap by analyzing the impacts of urban sprawl on road infrastructure, offering evidence-based recommendations for sustainable urban and infrastructural development tailored to the unique context of Bamenda III subdivision.
